HomeMy WebLinkAbout2021-06-07 Airport Committee Minutes City of Bangor Airport Committee Virtual Meeting June 7, 2021 Meeting Minutes The following City Councilors attended: Airport Committee Chair Clare Davitt, Councilors Sarah Dubay, Susan Hawes and Jonathan Sprague. Also in attendance were City Manager Cathy Conlow, Airport Director Tony Caruso and Marketing and Business Development Manager Aimee Thibodeau. Agenda and Discussion: 1. Airport Business Solutions (ABS) – presentation on Airport performance audit report Airport Director Tony Caruso introduced Michael Hodges from ABS who reported on the recent Airport performance audit which was primarily focused on the FBO division and related services. Mr. Hodges spoke very highly of the training and professionalism of our FBO staff. The focus was on what the Airport can do better; not what the Airport is doing wrong. ABS provided some recommendations on how our processes, facilities, customer service and structure could be improved. 2. Bangor Savings Bank – presentation on Airport’s reserve account Director Caruso introduced Eric Rutherford and Mike Del Tergo for an update on the Airport’s reserve account portfolio performance. 3. Council Resolve – accept and appropriate PFC funds for passenger boarding bridge replacement program Airport Director Caruso asked for Committee approval of a Resolve to accept and appropriate $4,477,652 in Passenger Facility Charges (PFC) to provide funding for the replacement of (3) passenger boarding bridges (PBB's). The FAA has approved the City’s application for collections to provide funding for this project. This project consists of planning, data collection, design, inspection, testing, project management, all labor, materials, equipment, services and incidentals in connection with furnishing and installing passenger boarding bridges at Gates 4, 5, and 6. The total project cost is estimated at $5,449,075 which includes applying the carry-over of unused PFC's from previous projects of $971,423. Motion made, seconded and approved. 4 Council Orders – agreements with Transportation Network Carriers (TNC’s) These Orders authorize the City Manager to execute agreements with Raiser, LLC., d/b/a UBER and Lyft Inc, d/b/a LYFT. UBER and LYFT have each requested permission to continue to provide passenger transport service to and from the airport. The agreements detail the terms by which these ground transportation providers will offer service at the airport, and will be in final form as approved by City Legal. If approved by the Committee and City Council, the terms for this agreements shall include the following: 1) A term of 1 year. 2) Tracking of the number of trips, and a $1 fee paid to the Airport for each trip. 3) Prohibitions on certain driver behaviors. 4) Insurance and indemnification requirements. Motion made, seconded and approved. 5. Airport Advertising/Marketing Update and Statistics April passenger numbers are moving in the right direction with an 11,000 passenger increase over March’s count. A year ago, our April numbers were down 95% from April, 2019. With additional air service being offered at BGR and the number of vaccinated people on the rise, we expect to end the fiscal year with improved passenger numbers. Total Operations for the month are double what they were in 2020. Fuel sales are down 8.6% for the month. There is a significant increase in DOD operations but a decrease in fuel sales. This is not unusual as it depends on what type/size of aircraft come through and what they require for services. Meeting Adjourned
