Introduced by Councilor Soucy, October 25, 1976
CITY OF BANGOR
(TITL6) ftgr Reg esting State Department of Transportation to Under-
take Improvements to Hogan Road Interchange of Interstate I-95•
By CUM Ceandl of W MY of Raster.
ORDERED,.
TWT WHEREAS, the development of substantial retail shopping
center facilities is being contemplated in the area between Still-
water Avenue and Interstate Highway 1-95, and west of Hogan Road, and
WHEREAS, it has been determined through traffic studies that
substantial changes and improvements will be required to the Hogan
Road Interchange of.Interstate Highway I-95, as well as to portions
of Hagan Road lying north of said Interstate to accommodate the
traffic which will be generated by said shopping center,
NOW THEREFORE, be it
OR=, that the City Engineer, acting for and on behalf of
the Municipal Officers, submit a formal request to the Department
of Transportation for the design of said improvements, to be con-
structed upon the receipt of all necessary State and local site
approvals for said shopping center construction and upon adequate
guarantee by the Developer that said shopping center will be con-
structed, and be it further
ORDERED, that the State Department of Transportation be
requested to construct said improvements with State Sunda, if
possible, with the provision that State Aid funds not exceeding
$250,000.00 may be used upon receipt of an additional commitment
of $150,000.00 from said shopping center Developer:
STATEMENT OF FACT:
The interim improvements anticipated will cost approximately
$4007000.00, and are required to be completed by the Developer
prior to .July 1, 1970. Since any Federal funding would not permit
the completion of construction by that time, State funding is
considered to be the only available alternative; however, funding
under State Biennial Bond issue would still not permit construction
within the allotted time. The most feasible recourse is the use
of State Aid money for other than the Developer's contribution,
which would provide approximately $170,000.00 of State money and
$80,000.00 from the City.
