R630LVBD. WHEREAS, the Governor of the State of. Maine, Honorable James B. Longley, and the spokesman for the Department Of Mental Health BudCorrections of the State of Maine, have made public their plana to implement a phase -down, of the Bangor Mental Health Institute; and WHEREAS, the implementation of such a plan without extensive. further study could have a severe impact on the patients involved, the future use of the facility and land, the staff, and the economic stability of the Greater Bangor Area; MOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Bangor: THAT, the. City Council of the City of Bangor wishes the Governor of the State of Maine, Honorable James B. Longley, to assure that no final determinations are made, or groups of patients transferred, or individual patients transferred at other than their own request, unless determined to be advisable by the Bangor Mental Health Institute Professional Staff, or other such transactions toward a phase -down of BMHI be consummated, until the 108th Legislature has convened and thoroughly studied the proposed changes and presented a full report with 'recommendations to the Governor, the Department of Mental Health, and the public. - 419 AO IN CITY COUNCIL agl October 25, 1976 Passed by the fallowing yes R E g 0 L V E and no vote..- Councilors voting yes:LHmuntas, Finnigan, Henderson, - - looney,Soucy and soolas.
