A CITY C PK CITY OF BANGOR, MAINE v/ Engineering Department October 14,1976 To the Municipal Officers:' Reference is made to City Council Order No. 366 AC passed September 22, 1975, authorizing the installation of a sanitary, sewer on Valley Avenue east of Eenduskeag Avenue. The installa- tion has been completed, consisting of 1,000 feet of 8 inch asbestos cement pipe and three manholes, extending in a northerly direction along Valley Avenue from the so-called Season College Collector Sewer terminating at the intersection of Valley Avenue and Eenduskeag dvenue. The actual cost of the sewer installation was $22,620.08, of which 50%, or $11,310.04 mayybe assessed against the properties benefited, as follows: Property Owner Frontage Estimated Assessment �- Donald S. and 2ether L. Call 479 Valley Avenue 271 feet non -assessable 2,019 feet $3,422.71 Page Two It will be noted that a large amount of the property frontage is mon-assessable, since it lies adjacent to. the Renduskeag Stream Interceptor Sewer and is below the level of Valley Avenue. As recommended in the original Council Order, the assessment should be pro -rated against the entire frontage so as to be approximately equal to the average City assessment for lateral sewer extensions. It should be further noted that the actual cost of the sewer installation was alightly higher than the original estimate of 821,680.00. This was primarily due to the neceasary removal of an additional 39 cubic yards of trench ledge which was encountered during the excavation.
