I candidly find the implications in certain news stories to be unacceptable. The 'thrust .of the -:stories -distort the facts. Mattersare taken out of context and, embroider from an innocent, - well-meaning, well-founded, and well.. known intent, something. insidious and bad. I have concluded that my position has been so compromised that the City will. best be served if K now submit my resignation effective, if you will, September 15, 1976. Bangor City Council -2- August 4, 1976 I have lived a professional life with the basic concept that the governing body responds to the electorateF and it is the voters who shoulddecide the term of office of the members of that body. But when the relationship between the governing, body and the Manager, for whatever reason, deteriorates to the point that there is not a mutual: confidence and respect, then the Manager has a responsibility to terminate the relationship in a businesslike way. It is my intention to leave this office in a neat and orderly fashion so as to facilitate an easy transition and toavoid undue problems. I intend: to satisfy this Council to whom.I am respons- ible in respect to the -so-called undocumented expenses, insofar as is possible. I do intend,in doing so, to meet what I believe to be my professional. standards in respect to my affiliations with the members of this Council,the members of the public, to prospective entrepreneurs and. businesspeople: The courtesies of the City havebeen extended toa. number of businessmen as well as public andgovernment officials with full knowledge of Councillors past and present. This is and "always will be a part of the responsibilities of a chief executive and.I will not in this processdisclose confidences. With all due humility, -I do submit, gentlemen and ladies, that my past ten years with the City have been to me professionally w Bangor City Council - - -3- August 4, 1476 gratifying. They have been hard years in some respects, for me, the good men who have served on the Council, and for the residents of the City. I as, satisfied that undermy leadership the adminis- tration of the. City business has been strong, has been aggressive and has net the general desires. of the residents of the city of Bangor.
