hereby authorized and directed to take all action and institute any and
all pro eedings,sa he may determine necessary and appropriate, in his

of construction permits and temporary occupancy permits previously issued for
the Holiday Mobilehame Park on Essex Street. On dune 29, 1976, Eeuuard Smith,
Acting booing 6 Code Enforcement Administration Officer, determined tMt the
permits had expired as of lune 26, 1976.' On that date he caused a Notice and _..
Order to be sent to the o of the park, Thomae T. WaLeh,direction him to
obtain the necessary permits and licenses required under the City's Mobilehame
Ordinance. Areview of the records indicates that such permits and licenses
have not been obtained within the prescribed 30 -day period.
On the Council agenda far the meeting on Monday night there is an item
providing for Council authorisation to the Code Enforcement :Officer to bring
appropriate proceedings against Mr. Walsh for purposes of obtaining the neceamary
permits and 1 The. City's Mobilehume Ordinance suggests: that such Action
isnecessary in order to feature the matter procedurally for appropriate
enforcement proceedings.
The Mobilehme Ordinance, unlike moat other ordinances here in. the City,
provides for much of the administration of the standards' imposed therein by the
Council itself. Although this may, appear to be unworkable in same quarters, the
Council hes retained the administrative responsibility for much of the
Ordihance's provisions.

Pursuant to Article 8, Section 1.2 of the City's Mobi]eHome Ordinance,
I as writing to notify you of a violation of that Ordinance which has not
been corrected after the issuance of a written order requiring compliance
within thirty days. The Ordinance requires anstruction pordit for -
mobdlehwma parka muter construction (Article 4,oSection 1) and a temporary
occupancy permit to allow mobilehome parks to be occupied while under
construction (Article 4, Section 3)• Since both of these permits for Mr,
Thomas T. Walsh's mobilehome perk on Essex Street had expired ad of Sung. 26.
1976, a written order requiring compliance within thirty days was sent to Ids.
Walsh's attorney on Tune 29, 1976. An of t dgy's dato, Mr. Walsh has failed to
renew either of these permits end so is in violation. of The Ordinance.
Please be advised that the Code Enforcement Office plane to take the
appropriate legal action against thin violation. If you have any questions,
please content me.
