CITY OF BANGOR, MAINE

Same 23. 1976
To the Municipal Officers:
Reference is made to City Council Resolve No. 303 AC, passed
August 4, 1975 which authorized the construction of School Street
Extension between Kendaskeag Avenue and Broadway, to serve the
proposed Bradford Commons development as well as considerable
land to the north presently owned by Hasson College.
As a necessary part of the proposed development, sanitary
sewer service will be required. The nearest, and most feasible
connection to the existing City sewer system is located at the
intersection of Blanchard Street and Knox Avenue. The terrain
generally rises in a northerly direction across the Bradford
Commons land, and continues to rise on the Husson College land
located':north of the proposed School Street Extension. Con-
sequently, to provide sanitary sewer service to the area will
require an extension from the existing sewer on Blanchard Street.
The proposed sewer extension would consist of 1,380 feet of
8 inch Class 2400 asbestos cement pipe and 4 manholes at a total
estimated cost of 822,700.80. Of this amount, the City would
pay fifty per cent, or $11,350.00, and the remaining fifty per
cent would be assessed against the properties benefited. The
upper end of thesewer would be located on the northerly side
of the new School Street Extension, s0 as to eliminate the
need of disturbing either the Bradford Commons development or
the new roadway when further extension is required. It has
been determined that the Bradford Commons development would
benefit by 1,045 feet of the proposed installation, and should
be assessed an estimated $9,050.00 for that portion of the sewer.
The remaining $2,300.00 would eventually be assessed against the
Hasson College land at such time as development takes place.
It is recommended that the necessary funds be provided
to construct the Proposed sewer as described above,es a public
sewer. A Plan of the proposed sewer is attached.
Respectfully submitted,
Cohn T. neer y,
City Engineer
