CITY OF BANWR,MAINE
Engineering Department
To the Municipal Officers:
Pursuant to City Council Order No. 210 AD passed April 26,
1976, directing the City Engineer to make a cost study for the
extension of sewer service on Kenduskeag Avenue beyond Valley
Avenue, the following report is submitted:
The proposed, extension would consist of the installation of
1,100 feet of 8 inch asbestos cement pipe and 3 manholes. The
total estimated cost of the installation is $24,156.00. Of this
mount, the City would pay 50%, or $12,078.00, and the remainder
would be assessed against the properties benefited, broken down
as follows:se

The property along the west aide of Kenduskeag Avenue i
listed as unasseeeable, since most of it drops below the level
of the proposed sewer, and would thus not benefit. It is recom-
mended, however, that the Frati property be covered by a
deferred assessment in the event that an attempt is made to
fill a portion of the land so that sewer entry becomes possible.
In that event, it is recommended that an
assessment be levied
based upon the actual frontage developed.

It is further recommended that the assessment ag4inst the
property of Nelson Kitchen be deferred until entry is requested
but that it be assessed at the rate of 75%, or $1,440.00 when
entry is required. The Kitchen property is presently serviced
by an acceptable septic tank system.
It is recommended that the necessary funds be appropriated,
and that the construction begin as soon as possible.
Respectfully submitted,
