ORDERED.
TUT, the City Council of the City a Bangor, as the local governing
bogy, hereby directs and authorizes the City Hanger to submit to ant file with
the Department of Housing aid'. Urban Development an application for Hounetropolftan
Area Islands Puoda under the Commodity Development Discretionary Block Grant Program
as provided for in Title I of the Housing and Community Development Act of 1974, a
copy of which is on. file with the City Clerk; to provide such additional infcamation
and furnish suchdocuments as may be required by the Department of Housing and Urban
Development; to execute such contract or contracts as say be necessary for the grant
applied for; 'and to execute ani file requisition for fonds.
BH IT P T= ORDERED, THAT, the City Manager is hereby appointed as the
authorized representative of the City of Bangor to set in connection with such
application of the City of Bangor for Federal foods under Title I of the Housing
and Community Development Act of 1974.

On February 9, 1976 the BarEpor City Council authorized the filiog of
a preapplicatdon for Goat lusty Development Block Grant Discretionary fonds.
The preapplicatlon approved and submitted proposed the following activities:

After review of the preapplication, the Department of Housing and Urban
Development invited the City to submit a full application ata funding level
of $283,000 of which $2239000 is to be used for property acquisition, clearance
and relocation in the Haocock-York Neighborhood Development Project and $60,000
for property rehabilitation loan$ and grants.
As the total Commodity Development Block Grant Discretionary funding
availability for competing communities in the State of Maine was $2.6 million,
and seventy Maine commaulties submitted preapplications involving requests for
a total of approximately $17 million, full funding of the City's $680,010 pre—
application request could not realistically be expected. Me $2831CCC the City
has been invited to apply for will be in addition to the $1.172 million in
second year hold—harmless funds already received.
Me City Council Agenda for May 24th includes a request far approval to
submit a full Community Development Discretionary Grant application to provide
$223,000 for funding of the acquisition, clearance and related relocation costs
in acquiring additional properties in the Hancoek—York NIP (consistent with
the Acquisition Plan approved by the Council on August 25, 1975) and $60,000
to be added to the property rehabilitation loan fund to assist property
rehabilitation financing in the Hancock—York NDP between York and State Streets.
