Nearing held, hearing closed. - Passed. - end filed by a �fIntroduced I�Yl1/i�F.LCLo CITY CLE ' - Wcillfian ' C j 11` RECEIVED CITY OF BANGOR CITY CLEWS OFFICE '76 FEB 19 Ph 4 19 Y R CITY OF BANGOR, MAINE Engineering Department To the Municipal officers February 19; 1976 Pursuant to City Council Order No. 266 AB, passed August 26, 1974, authorizing the construction of Root Street between Fourteenth Street and Fifteenth Street, the following report is submitted: All work has been completed, consisting of the construction of a 24 foot wide roadway having a 1 1/2 inch bituminous concrete binder course on a 6 inch gravel base and a 12 inch gravel sub- base, with a 6 foot wide sidewalk on the east aide; in addition, sanitary sewer w installed, consisting of 39t feet of 8 incs hasbestos cement pipe and 2 manholes, extending from the existing sanitary sewer on Fourteenth Street; also, Bewer service connections were made to 7 vacant lots which are planned for immediate development. The total estimated cost of the work was as follows: Roadway construction, $15,512.50; Sanitary sewer installation, $6,210.00; Sewer service connections, $1,435.14; Total, $23,157.64. _ Of this amount, the City would contribute $6.25 per lineal foot of roadway construction, with a total of 522 feet having been constructed, or a total of $3,262.50; the City would pay 1 50% of the sanitary sewer cost, or $3,105.00. The sewer service connections would be assessed directly against the lots benefited. It should be noted that the Lots owned by Everett and Joan Pederson and by Leslie and Jeannie Sewall front o Fourteenth Street, and are presently developed; therefore, they will receive no benefit from the construction. of the Uadway or sanitary sewer. Consequently, these properties should be considered nan-assessable, and the assessments against them should be borne by the City. -3 - Also, the Lots owned by Cecil and Lillian Herring, by the Sohn F. McGee Heirs, and by Paul L. Shaw are not presently developed, and would receive no immediate benefit from the new nstruction> consequently, it is recommended that the assessments against these Lots be deferred until such time sthe property is sold, provided that an approved agreement to that effect is executed and recorded in the Penobscot Reg- i9try Of Deeds. It is recommended that the remaining assess- ments against the Lots owned by Fowle Brothers be levied immediately. Although the Street was originally known as Root Street, the City Council by Council Order No. 258 AC, passed June 23, 1975, changed the name to Fowls Road.
