THAT Chapter VIII, Article 10, Section 3 (2), Residential 5 Zone, be amended
by the addition of a new section 3 (2) (d) as follows:
(d) Offices and service businesses within existing structures, provided;
(u)said use shall be conducted wholly within an existing building;
(ii). there shall be no exterior alterations to the building int in
keeping with the architectural design of the building;
(iii) there shell be no outside 'display, storage, offensive noise,
vibration, smoke, dust, odor, glare or
other indication of much
use and m variation from residential character of the buildings
shall be permitted other than a nameplate as permitted under the
sign ordinance of the City of Bangor.
(iv) any, over-the-counter pick-ups and sales shell be incidental to
the premises;
(v) provided, however, that prior to the granting of the spec iel _
exception allowed under this sub -section (a), the Planning Hoard
shall determine the building i which the due is to be conducted
whether a building has architectural merit, the board shall
consider.

RE: Amending Coning ordinance
Residential 5 Cone
Council Order 147 AD
Please be advised that the Planning Board at their meeting of
March 1, 1996 gave reconsideration to Council Order 147 Ad which
was referred back to the Board for study. '
The Planning Board considered the need for such change, the
effect it would have as well as the opinions expressed against -
enacting the changes.
After considerable discussion, the Planning Board voted
unenamously to recommend against approval of this change.
It was felt that the proposed Historical Zoning Ordinance was
very near to completion and that it might better accomplish the
goals of preserving architectural and historical buildingswith
more appropriate controls than this proposal. In addition, there
gas concern Over the effect thin proposal could have on interior
residential streets.
The Board also expressed the opinion that should an Historical
Ordinance not be implemented in the near future, then it might be
appropriate to consider this approach at a later date.
