He: Judson Park - Review of preliminary plans
Dear Carl:
This office has reviewed the Plans entitled ^Judson Park
Mobile -Home Community"lated December, 1975, prepared by Land
Development Services of Bangor, and the following comments
are offered:
1. On Sheet 1 of 4, this office isnot happy. with the
street layout, since it is felt that it does not provide
adequate access for the large number of trailer units within
the Park area. For example, the main entrance from Broadway
leads to a circle, which in turn feeds to the entire Park.
This is a very cumbersome way to gain access to a facility
with so many units, and would probably be the source of many
accidents. It is suggested that H Street and B Street Court
be extended to the access road to provide more direct access
to the southerly end of the Park. Furthermore, it is felt
that K Street shouldbe widened to sixty feet from the inter-
section of C and L Street to the Bomarc Road, with a thirty
foot travel way.

�2. Theccess road cross-section indicates a sodded _
gutter on the right side, and no gutter on the left side;
the "reason for this is not clear. Furthermore, the cross-
section for the other roads does not indicate a gutter on
either side. Thus, it is not clear as to how surface water
will. be handled.
3. Sheet 3 of 4 - no comment.
4.. On Sheet 4 of 4, it appears that acsiderable
n
amount of water will be allowed to r along the surface
ofthe streets, since no catch basins are indicated. The
distances which surface water would run in many instances
s. excessive. This is especially true since
e the cross-
sections shown on .Sheet 2 are not clear asto how the flow
of water will be controlled, and how it will be transferred
into the culverts. During periods of heavy snow, the ends
of the culverts will probably be blocked, o may be frozen,
with no way for the surface water to escape. It is felt that
a closeddrainagesystem will be required in many instances,
and much more specific detail will he required for the handling
of storm water.
5. On the preliminary Plan and Profile Sheets, Sheets
1 through 4 of 4, it is noted that many of the road grades
e less than 0.5 per cent. This is felt to be excessively
flat; and will not allow for the adequate run off of water.

Please be advised that the Planning Board held a public
hearing January 5. 1976 on the request for a while hdne
construction permit.
Me Planning Board has reviewed the plane for the proposed
Mobile E.ome Park for Judean Brant, northeast of the intersection
of Broadway and Burleigh Bonds. May have also revienadthe
comments of the City Engineer Mich are attached.
After careful review, the Planning Board voted to recommend
approval of the application for construction permit, providing a
nimom of one additional access road be establiehed, and also
that sreal" of the surface drainage plane be provided by the
City Engineer's office.

Home Park, since there are some problems with assuring the proposed access
to Monaco; Road.

wing the proposal for an alternate second access point, the
Hoard felt that the proposed connection to one of the streets in the Resident-
ial subdivision, which has not had a final plat approval, could not newscaster
the required access until such time as the subdivision was approved.
While there were questions as to the suitability of this a and its
effect on the housing area, the primary c s, however, the question of
its being a usable access point, which would in fact be available.
Therefore, the Planning Hoard recommended anoint the proposal for a
second access as presented.
