CITY OF B GORI MAINE Engineering Department December 21, 1976 To the Municipal Officers: Reference is made to City Council Order No. 119 AD passed January 26, 1976, directing the City Engineer to prepare cost estimates and estimated assessments for the completion of Phase I of the Judson Heights Subdivision. The plane and cost estimates have been completed, which include the following: 1. The extension of Judson Boulevard for a distance of approximately 800 feet to the proposed Judson Park Mobilehome area. 2. The construction of LaSalle Drive for a distance of apprOx mately -480 feet from Judson Boulevard. 3. The construction of Castle Hill, 4. The installation of a sanitary sewer line extending from Broadway to the southerly line of the Judson Park Mobilehome area. Judson Boulevard would be extended for a distance of 620 feet at a 36 foot width, with the remaining 180 feat tapered to a 30 foot width. The roadway would be constructed of bituminous concrete with a sod edge and would allow for the future construction of side- walks on both sides. The street would be provided with a storm sewer system, and a separate sanitary sewer system, with lateral sanitary service connections to each lot. LaSalle Drive would be constructed to a width of 36 feet with an allowance for a future sidewalk on one side, and would consist of a bituminous concrete surface with sod edges. This street would also have a storm sewer and a separate sanitary sewer, with lateral sanitary service connections to each lot. Castle Hill would be constructed to a width of 24 feet for a distance oV1,30 feet, and would narrow to a width of 20 feet around a cul-de-sac at the end. It would also be constructed of bituminous concrete with sod edges, but with no sidewalk. A storm sewer would not be required, but a sanitary sewer with lateral connections to each lot would be included. The trunk sewer would extend from Broadway to LaSalle Drive, and thence to Judson Boulevard by way of "K" Street end would then follow Judson Boulevard to the Mobilehome Park line. Service connec- tions would be installed from the true sewer to serve future lots along "K" street. Total: $71,820. $99,850. $171,670. -3 - As noted in the above breakdown, the City would pay fifty per cent of the cost of storm end sanitary sewers, except for service connections to lots, which would be paid entirely by the Developer. The City's share of Judson Boulevard is deter- mined by the provisions of the Subdivision Ordinance, which would amount to $17.00 per foot for the first 620 feet end $15.00 per foot. for the remaining 180 feet. The City's share of LaSalle Drive would be $17.00 per foot, and the City's share for Castle Hill was computed at the rate of $6.25 per foot. It is not recom- mended that the sidewalks be constructed until such time in the future when most of the lots have been developed; however, an allowance will be carried for the future constriction of said sidewalks in the eventual assessments against the development. Engineering costs would include charges for the design of the above described improvements, preliminary survey and prepa- ration of construction drawings. Since much of this work is being done by a private consultant for the Developer, the City's participation would be limited to actual fees paid by the Developer, but not exceeding the percentage prescribed by ASCE Manual No. 45, "Consulting Engineering", 1975 Edition; other direct costs for necessary. engineering, including borings, probings, inspection, construction layout and testing would also be considered eligible for inclusion into the total project cost. The subject project will benefit only 11 house lots, since most of the benefit will be realised by the further development of the Mobilebome Park area and by further extensions of the project; consequently, it would not be feasible to pro rate the assessment against the lots benefited. As as alternative, it is recommended that assessments be placed upon each of the 11 lots which are equal in amount to the deferred assessments against the lotsinPart A of Phase I, recently completed; these. assessments have not been finalized but are estimated to be approx- imately $5,000.00. It is further proposed that these assessments be deferred, to be levied as each of the 11 lots are sold, but in any event, it is recommended that the entire assessment for Part B, Phase 1, as described above, be paid within 6 years from the date of completion, presently estimated as the fall of 1977• The deferral of the assessment would be dependent upon the execu- tion of an acceptable Subordinate Agreement for recording in the Penobscot Registry of Deeds.
