After February 1, 1977, no person shall be qualified for appointment by the City Manager or any department head to a position of permanent employment in the administrative service of the City unless Such person shall within sic (6) months from his or her date of hire establish a permanent domicile within the boundaries of the City of Bangor. The period for establishing a domicile hereunder may be extended for a period not exceeding six (6) additional months by the City Manager. +All persons o hired or appointed shall continue to maintain theirdomiciles within the boundaries of the City of Bangor fox the entire period of their employment with the City. The requirements of this ordinance shall be n addition to all other qualifications fee employment by the City as may be imposed by Statute, ordinance or regulation. 3.3:2 Exceptions. The requirements of subsection 3.3.1 shall not apply in any respect to any person holding a „position of permanent employment in the administrative service of the City prior to February 1, 1977. 3.3.3 Prior Residency Hequirevents Retained. The people of the City of Bangor find that the performances of their city manager, city clerk, board of assessors members, city solicitor, And the department heads of the government of the City of Banger wall be enhanced by greater personal knowledge of the varied and changing conditions existant n the City if they are pernanant domiciliariee of the City of Bangor. The people further find that such employees will be more available in emergency situations and will establish better, closer and improved relations between the inhabitants of the City and incipal gwer went and will promote a feeling of a greater stake the City on the part of those employees if they are permanent domiciliaries of the City of Bangor. 3.3.2 Residency Requirement. After April 1, 1977, no person shall be qualified for appointment as City Manager, Assessor, City Clerk, City Solicitor or shall be qualified for appointment by the City Manager as any department head unless such person shall within x (6) months from his or her date of hire establish a perman- ant domicile within the City of Bangor. The period fur estab- lishing a domicile hereunder may be extended for a period not perceding six (6) additional months by the City Council. All sons no hired or appointed shall continue to maintain their domiciliaries within the City of Bengor for the entire period of their employment with the City. The requirements of this ordinance shall be in addition to all other qualifications for employment by the City as may be imposed by statute, ordinance or regulation. 3.33 Exceptions. The requirements of subsection 3.3.2 shall not apply in sip respect including but not limited to promotion to any person holding any one of the above positions as a permanent employee on February 28, 1977. Councilor Zendaian's proposed amendment to 69 AN (FAILED TO PASS) -2- 3.3.4 Prior Residency Requirements Retained. Nothing in this ordinance shall be construed as nullifying or otherviee modifying the restrictions on residency provided in Section 5A, Article 35, Section 6, Article 36; Section 4, Article 28; and Section 3, Article 31 as they may apply to persons employed by the City prior to February 1, 1919 and holding the positions described therein. 7 G7AE That Ch. II, Art. 1, §3.3 be amended by the addition of the following subsections: 3.3.1. Statement of Purpose.
