NvW City Comma aft City ofRenaor: DHDEMo THAT WHEREAS, the United States Environmental Protection Agency has directed that burning operations at the City dump on Kittredge Road be terminated by the end of 1976, which will necessitate as alternate means of disposing of. rubbish, and WHEREAS, the existing dump site has insufficient available cover material to permit the operation of a sanitary landfill of sufficient capacity to provide for proper disposal of the entire City rubbish collection, and WHEREAS, the transportation of said refuse to an approved and adequate landfill site appears to be the best interim solu- tion available, NOW THEREFORE, be it ORDERED, -that items 1 through 6 in the attached proposal from Sawyer Environmental Recovery Facilities, Inc. be accepted for the transfer and disposal of all rubbish collected within the City by the Public Works Sanitation Division and by commercial truckers, with disposal at the present dump to be limited to residential deliveries on weekehds:t only, and be it further ORDERED, that said proposal remain in effect for the 1977 calendar year. STATE21ENT OF FACT It has been estimated that Sanitation Division collections will amount to approximately 129000 tonal and commercial collec- tions will be approximately 18,000 tons annually, which would now be transported to the Sawyer landfill. Private residences would still have the opportunity to dispose of limited amounts of rubbish at the Kittredge Road dump on weekends only, amount- ing to an estimated 6,000 tons annually. City rubbish trucks, commercial rubbish trucks with closed bodies and others operating 1} ton trucks with closed bodies will be permitted to use our landfill facility. 2. Each load will be weighed on our scales. Printed weight slips on each load will indicate date, weight of load, license plate of vehicle. All slips will be turned in to city end of each month. 3. Tires, white goods, junk cars, brush and building debris would not be permitted at our landfill. Septage or treatment waste not allowed. 4. Landfill would be closed Sundays and legal holidays. 5. Due to uncertainty of city's future solid waste plans we are agreeable to a one year contract. 6. Landfill cost to city to be $6.00 per ton. 7. If city elects to have a compactor -container at a Site of its selection we will lease this equipment to city. It appears one load per day seven days a week will look after waste generated by this method. If volume estimate is correct.cost to city including lease of equipment, transportation to landfill seven tripe per week and landfill will total $46,712.00 per year. This coat may increase or decrease depending on volume. We must have a three year commitment from city on leasing this equipment. City to be responsible for site preparation, electricity to compactor and attendant at compactor. We have container -compactor equipment available for your inspection if desired, Availability of equip- ment is 30 days or Sooner. Me $6.G0 per ton we have quoted city to landfill is much less than national average. By including container -compactor system together with all of the solid waste generated by city the cost is $6.87 per ton which is a low cost.
