Authorising the City Solicitor to Prepare an Agre-
Relating to Sewage Treatment for the Town of Hampden

THAT 'WHEREAS, all previous preliminary studies relative to
sewage treatment have recommended that the Interceptor Sewers
from the Town of Hampden should be connected into the Bangor
Primary. Sewage Treatment Most located near the Town Line to
eliminate the need for. an additional sewage treatment plant,
and
WHEREAS, the said recommendations have previously been
approved by the State Department -of Environmental Protection
and the Federal EnvironmentalProtection Agency, and
WHEREAS, preliminary. Agreements have been drafted relative
to the sharing of the capital and operating costs of the Bangor
Plant by the Town of Hampden, which have previously been informally
agreed to by the Municipal Officers of both communities, and
WHEREAS the Town of Hampden in now in the final design
phase of their Interceptor Sewer system, and will require a
formal Agreement for sewage treatment services from the City
of Bangor,
NEW THEREFORE, be it
ORDERED, that. the City Solicitor be and hereby is directed
to prepare a formal Agreement relative to sewage treatment for
the Town of Hampden at the Bangor Treatment Elect., said Agreement
to be submitted to the City Council for further action.
STATEMENT OF FACT:
It has previously been determined by DEP and EPA that Bangor will
provide the treatment for Hampden. The sewage flow from Hampden,
which in domestic in nature, amounts to approximately 10% of
Bangor's flow, and it has been generally proposed that Hampden

will pay approximately 10% oI the initial local construction cost
of the Bangor Plant, as well as approximately 10% of the annual
operating and maintenance costs. This would amount to an initial
payment of approximately $45,000.00 as Hampden's share of the local
construction cost, and approximately $15,000.00 toward the annual
operating cost.
