ORDERED,
THAT WBFStF.AS, the existing Waterworks facilities located on
the Penobscot River, being the Dam and all attendant buildings, are
rapidly deteriorating due to nonuse during the past five years, and
WHEREAS, a'decision must be made as to the disposition of said
facilities, either by sale, demolition and removal, or reuse, and
Wff EPMS, the potential generation of hydro -electric power,
formerly considered unfeasible, should now be reconsidered due
to the energy shortage and the increased cost of fuels,
NOW THEREFORE, be it
ORDERED, that the City Manager be and hereby is authorized
to accept the attached Proposal from E. C. Jordan Co., Inc. for
engineering services attendant to a feasibility study of the
restoration of said hydro -electric Plant and its reuse for the
generation of electric power.
STATEMENT OF FACT
The basic purpose of the study is to determine whether the Plant
and Dam can be restored, including the capital cost of restoration
and a determination of the cost of operation and maintenance of the
facility, which would indicate the unit price per kilowatt hour for
power generation. The conclusions of this study would then be
compared with the other two alternatives re: removal of the facility
or sale to private enterprise. The am of $8,000.00 has previously
been authorized by the City Council to undertake the scope of
services covered by this proposal.

SCOPE OF SERVICES
The Edward C. Jordan Company, Inc. (Engineer) will provide engineering services
as required to assist the City of Bangor (Owner) in the preparation of a feasibility
study, project cost estimate, and an estimate of engineering for the detail
engineering and design for restoration ofthe existing Waterworks Dam Hydro-
electric Facility.
The services to be provided are as follows:
1. Investigation of the existing turbines, generators, governors,
switchgear, gates, and other auxilliary equipment to determine
what will be required to make the equipment operational. This
will involve several discussions and on-site inspections with the
various equipment manufacturers.
3. Consideration of providing overspeed protection forbath turbine
generators which was not included in the original Installation.
3.. Investigation of the existing building for necessary modifications,
including heating and lighting.
4. ?reparation of an operation and maintenance coat estimate.
5. Preparation of a Capitol Project Estimate which will include an
Engineering Cost Estimate for detail engineering and design..
6. Preparation of a report describing the project.

The above report would present the Jordan Company's findings and conclusions.
based on the equipment manufacturer's recommendations, relating to the project's
feasibility and coat. These findings would be presented in sufficient detail
to allow the City to evaluate the project's economic and technical feasibility.
SCHEDULE
The Engineer is prepared to begin work upon authorization to proceed and upon
solution of a mutually agreed upon Scope of Services. For the services a
e proposed, we estimate that the feasibility study will be completed within two
(3) months of authorization to proceed.
COVPENSATION
We suggest compensation for the work be in accordance with the attached schedule
of rates for time and expenses incurred. For the work as outlined, the Engineer
has estimated the time and expenses required to accomplish the study and estimate
that the work a outlined can be completed within the $8,000 which we understand.
