WISCUS, the State of Maine started the 'Municipal Public Imployees
Labor Relations Lav" ('the law') in 1969; and
SPBSEBB, Section 965(4) of the Municipal public Smplcyeea Labor
Relations Law provides for advisory recommendations and findings in
controversies salaries, pensions and insurance and provides for
binding arbitration with respect to controversies over other appropriate
collective bargaining matters; and
WHEREAS, L.D. 365 presented to the One Hundred and Eighth Legislature
would amend the Municipal Public Rmployees Labor Relations Law to provide
for binding arbitration on all matters of negotiations including salaries,
pensions, and insurance; and
WHEREAS, the costs of salaries, pensions and i represent
im
appnosetely 63.5% of the total annual budget of the City of Bangor and
WHEREAS, it is the junguent of the City Council of the City of Bangor
that by permitting arbitrators to determine crucial local matters such as
public employee salaries, pensions and insurance, the Legislature would he
usurping the powers entrusted to Local government and would put the deter-
mination of fundamental municipal policies in the home of an arbitrator
add
WHEREAS, the salaries, pensions, and Lnsurame paid to public employees
have significantly increased eine, the macrameofthe law and there is no
indicated need for further erosion of local self-determination,

RESOLVED by the City Council of the City of Bangor MT the City Council
hereby opposes the senescent of L.D. 365 and any similar legislation which
would have the effect of muting salaries, pensions, and insurance the subject
of binding arbitration, and
Be It further RESOLVED that the City Manager be instructed to indicate to
the Legislature the City Council's opposition to such legislation and to take
such further action in this regard as the City Manager deems appropriate.
