SCHOOL COWJTTEE AND THE CITY COUNCIL OF BANGOR. By Us My GbmeaU of Oft ABanga: RESOLVED. that, WHEREAS the School Committee of Bangor is mandated by Charter to perform all the duties in regard to the careandmanagement or the public schools of the city of Bangor; and WHEREAS, the School Committee is invested with "all the powers" to insure. the proper and best care of the educational system in Bangor; and WHEREAS,: the School Committee must submit annually to the Council an estimate of the money needed to support the public schools; J _ and VNIERESS, by Charter, the School Committee and the Superintendent possess the sole power of direction and control of the annual education.. budget; and WHEREAS, the duties to care for the management of the schools and the education of Dangor?s youth are inseparable from the control and - direction of educational funds; _ IN CITY COUNCIL Falconry 28, 1977 Consider next meting, CITY Cyp' �-- IN CITY COUNCIL .: Mercb 14,'1977 Motion made and seconded`to Indefinitely postpone. BE IT. RESOLVED SII THAT the City Council recognizes and respects both the policy-making and fiscal responsibilities oftheSchool Committee. - BE IT FURTHER RP.SOLVEDI THAT Just ae the. City Council does not interfere in policy-making decisions of the School Committee, so will the Council not interfere in its fiscal responsibilities. BE IT FURTHER THEREFORE RESOLVED. THAT the City Council will accept, without amendmento the education budget which is submitted by. the School Committee, since the budget is a fiscal statement ofwhat the School Co••nittee. in their iudgment, feels is essential to efficiently manage_ the Public Schools in Bangor and insure the continued high standard of education for iV a youth.
