ORDERED,
THAT the attached report of the City Engineer relative to
the laying out certain streets in the Judson Heights Subdivision
as public ways, including Judson Boulevard extending approximately
1,800 feet east from Broadway, Packard Drive, Rose Court, Heather
Road, and Milton Place, be and hereby is accepted, and be it
further -
ORDERED, that said streets be established as town ways, and
be it further
ORDERED, that said town ways be added to the Official City
Hap.

J SM BONEEVARB
An 60 foot wide right-of-way, the eauterline of which is
described as follows:
Beginning at a pointusthe northeasterly right-of-way line
of Broadway, said point being 1,135.24 feet northwest from the
northwesterly right -Cf -way line of Burleigh Road; thence deflecting
890 52' 05" to the northeast from said northeasterly right-of-way
line of Broadway, and proceeding on a bearing of N. 550 47' 53" E.
for a distance of 52.66 feet to a point, said point being the
point of curvature of a curve to the left having a radius of
578.10 feet; thence along said curve for a distance of 239.71
feet to a point; thence along a line tangent to said curve at
the last described point N. 320 02' 26" E. jor a distance of
214.38 feet to a point, being the paint of curvature of a Curve
to the right having a radius of 339.43 feet; thence along said
curve for a distance of 150.30 feet to a point of tangency; thence
along said tangent N. 570 24' 38" E. for a distance of 80.00 feet to
a point of cnrvature on a curve to the left having a radius of
828.79 feet; thence along said curve for a distance of 242.36
feet to a point, being the point of curvature of a compound
curve continuing to the left, having a radius of 341.50 feet;

And the City Engineer proceeded to establish a grade for
said street as follows:

having as external of 0.45 feet for a distance of 180.00 feet to
Elev. 207.34; thence continuing to ascend on a grade of 3.86%
for a distance of 10 feet to Elev. 207.73•

PACEARD DRIVE
And the City Engineer proceeded to lay out Packard Drive
as a 66 foot wide right-of-way, the centerline of which is
described as follows:
Beginning at a point on the southeasterly right-of-way
line of Judson Boulevard, said point being 342.05 feet from
6. 5- 57' 34" E. for a distance of 349.76 feet to a point,
being the point of curvature of a curve to the right having
a radius of 975.66feet; thence along said curse for a distance
of 366.32 feet to a point of tangency; thence S. 360 26' 51" E.
along said tangent for a distance of 484.66 feet to a point,
being the point of curvature of a curve to the left having a
radius of 75 feet; thence along said curve for a distance of
117.81 feet to a point of tanMey; thence H. 550.33' 09" E.
along said tangent for a distance of 478 feet to a point, being
the northeasterly terminus of the present laying out.
Grade
And the City Engineer proceeded to establish a grade for
said street as follows:
Beginning at the intersection of the centerline of Packard
Drive with the centerline of Judson Boulevard at Elev. 156.43;
thence descending for a distance of 18 feet to Elev. 155.89;
thence ascending for a distance of 32 feet to Elev. 157.53;
thence ascending on a grade of 2.19% for a distance of 150 feet
to Elev. 1€0.81; thence ascending along a concave vertical curve
having as external of 0.90 feet for a distance of 200 feet to
Elev. 168.0; thence ascending on a grade of 5.0% for a distance
of 30 feet to Elev. 169.50; thence ascending along a convex
vertical curve having an external of 1.70 feet for a distance
of 340 feet to Elev. 179.70; thence ascending on a grade of
1.0% for a distance of 180 feet to Elev. 181.50; thence con-
tinuing along a convex vertical curve having an external of
0.50 feet for a distance of 200 feet to Elev. 181.50; thence
along a concave vertical curve having as external of 0.89 feet
for a distance of 200feet to Elev. 183.06; thence ascending on
a grade of 2.56% for a distance of 300 feet to Elev. 190.74;
thence along a convex vertical curve having sa external of 0.18
feet for a distance of 100 feet to Elev. 192.52; thence along a
200 foot concave vertical curve having an external of 0.67 feet
for a distance of 86.5 feet to Elev. 193.90.
And the City Engineer proceeded to lay out the 60 foot wide
right-of-way of Heather Road, the centerline of which is described
as follows:

Beginning at a point on the northwesterly right -of -may line
of Packard Drive, said point being 30 feet southwest from the
northeaster llyy� terminus of said road as Dreviouslyy laid out• thence
H. 360 26' S1" W. at right angles to acid line oY Packard give
for a distance of 635 feet to a point; thence S. 530 33' 09" W.
for a distance of 496.04 feet to the northeasterly right-of-way
line of Packard Drive. The above described right -of -may is laid
out to a width of 60 feet except for the northeasterly end of the
northwesterly right-of-way line extending from Packard Drive,
where the right-of-way width tapers to 50 feet in the last 60
feet.
Grade
And the City Engineer proceeded to lay out a grade for said
Heather Road as follows:
Beginning at the intersection of the centerline of Heather
Road with the centerline of Packard Drive at Elev. 193.29; thence
descending for a distance of -15 feet to Elev. 192.84; thence
ascending for a distance of 20 feet to Else. 193.15' thence
ascending on a 1!0% grade for a distance of 215.00 Yeet to Elev.
195.30; thence along a convex curve having an external of 0.25
feet for a distance of 100 feet to Elev. 195.30; thence deseend-
ing on a, grade of 1.0% for a distance of 540 feet to Elev. 189.90;
thence along a convex vertical curve having an external of 1.28
feet for a distance of 290 feet to Elev. 182.90;. thence descending
on a grade of -6.12% for a distance of 92 feet, more or lees, to
Elev. 177.27 at the edge of pavement on Packard Drive.
HILTON PLACE
And the City Engineer proceeded to lay out Milton Place,
a 50 foot wide right-of-way, at the northerly comer of Heather
Road, described as follows:
Beginning at a point on the northeasterly right-of-way line
of Heather Road as heretofore described, said point being 455
feet northwa$t from the northwesterly line of Packard Drive;
thence E. 55 33' 09" E. for a distance of 120.00 feet to a point,
being the point of curvature of a curve to the left having a
radius of 50 feet; thence along said curve for a distance of
78.54 feet to a point of tangency; thence H. 360 26' 51" W.
along said tangent for a distance of 80.00 feet to a point, being
a point of curvature on a curve to the left having a radius of
50 feet; thence along said curve for a distance of 78.54 feet
to a point, said point being a point of tangency, end also being
a projection of the centerline of the northwesterly tangent of
Heather Road; thence E. 530 33' 09" W along said tangent for a
distance of 120.00 feet to the northeasterly right-of-way line of
Heather Road. _

And the City Engineer proceeded to lay out a grade for said
Milton Place, as follows:
Beginning at the intersection of the southeasterly end of
Milton Place with the northeasterly edge of pavement on Heather
Road at Flow. 193.46; thence ascending on a grade of 1.70% for
a distance of 175 feet to Elev. 196.44; thence descending on a
convex vertical curve having an external of 0.57 feet for a
distance of 120 feet to Elev. 196.13; thence descending on a
grade of -2.12% for a distance of 212 feet, more or less, to
the northwesterly edge of pavement on Heather Road at Elev.
191.64.
ROSE COURT
And the City Engineer proceeded to lay out the right-of-way
of Rose Court extending northeast from Packard Drive, consisting
of a 50 foot wide right-of-way with a 126 foot diameter cul de sec
at the northeasterly end, the perimeter of said right-of-way
described as follows:
Begianing at a point on the northeasterly right-of-way line
of Packard Drive, said point located 349.76 feet southeast from
the southeasterly right-of-way line of Judson Boulevard, as
measured alon§ said nortbeasterly line of Packard Drive- thence
H. 320 02' 26E. along the northeasterly line of said nose Court
for a distance of 181.38 feet to a point, being the point of
curvature of a curve to the left having a radius of 63 feet;
thence along said curve for a distance of 296.88 feet to a point,
being the point of curvature of a reversed curve to the right
having a radius of 13 feet; thence along said curve for a distance
of 20.42 feat to a point, said point located 50 feet to the
northwest of, sod measured at right angles to, the first described
line; thence S. 320 02' 26" W. along a line parallel to amdA feet
northwest from the first described line for a distance of 105.38
feet to the northeasterly right-of-way line of Packard Drive;
thence southeast along said northeasterly line of Packard Drive
for a distance of 50 feet to the point of beginning.
Grade
And the City Engineer proceeded to lay out a grade for said
Rose Court, as follows:
Beginning at the intersection of the centerline of Rose
Court with the northeasterly edge of pavement of Packard Drive
at Elev. 165.68; thence ascending on a grade of 5.66% for a
distance of 200 feet, more or less, to Elev. 177.20.

All Elevations refer to a Project Datum which is 0.64 feet
above Bangor City Datum and 10.29 feet above D.S. C & GS mean
seg level at 0.00 feet.
The above described right-of-ways are located within the
bounds of property owned by Judson M. Grant, Jr., described in
a deed dated June 8 -1991 and recorded in Penobscot Registry of
Deeds is Volume 221, Page 291, and are shown on a Subdivision
Plan entitled "Judson Heights, Section 1, Bangor, Penobscot County,,
Maine, for Judson M. Grant, Jr." prepared by Andrew J. Sbyka, LS,
dated July 1, 1995, Sheets 1 through 5 of 5, which are recorded
in Penobscot Registry of Deeds Map File No. 510 through 510D.
No person or persons appeared at the time and place set for
the hearing. Since the above described right-of-ways have been
dedicated by the Developer for street purposes as part of a
previous mutual agreement dor the sharing of construction costs
as provided by the Subdivision Ordinance of the City of Bangor,
and whereas the construction of said streets has been satis-
factorily completed, it is recommended that no damages be paid
as a result of said laving out. With ":regard to benefits, it is
recommended that assessments for the road and sewer construction
be deferred and/or levied in accordance with the recommendations
of City Council Order No. 319 AC passed August 25, 1995•
It is recommended that the streets as described above be
laid out and established as town ways and that they be added
to the Official City Map.
