THAT the attached report of the City Engineer relative to
the installation of a sanitary sewer extension on Kenduskeag
Avenue from the vicinity of Strickland Road, in a northerly
direction for 29230 feet to St. Michael's Center be and hereby
is accepted, and be it further
ORDERED, that said sever be constructed as soon as possible,
and be it further -
ORDERED, that the sum o4 $47,265.00 be appropriated from
the Reserve for Futnre Construction -Sewer Fund to Cover the
cost of said installation.

To the Municipal Officers
Reference is made to City Council Order No. 328 AT passed
July 25, 1977 directing the City Engineer to make a study to
determine the cost of extending sanitary sewer service to St.
Michael's Orphanage on Kenduskeag Avenue. Surveys, Plans and
Cost Estimates have been completed, which would provide for the
following:
The sewerextensionwould commence at the terminus of the
previously approved installation at a paint approximately 100
feet north of Strickland Road on Kanduskeag Avenue, and would
extend in a northerly direction for a distance of 2,230 feet.
The sewer would consist of an flinch pipe and 6 manholes.
The total estimated cost of the project is $47,265.00.
Of this amount, the City would pay 50% and the remaining amount
would be assessed proportionately against the properties bene-
fited, as follows:

The primary reason for undertaking this project at this time
is due to a defective septic tank disposal system at the Orphanage,
which cannot be feasibly repaired or replaced, and which is result-
ing in a potentially serious health hazard. It should be recog-
nized that most of the other existing houses along the route of
the sewer are .presently served by septic tanks, and same of the
property, specifically Grant's Associates, is not presently
developed, end would thus not receive any immediate benefit by
the sewer installation. It is proposed that those property owners
be given the option of having their assessment deferred for a
period of up to three years, at which time the. assessments would
be levied at a rate 50'% higher than the amounts listed above.
If the City does not feel that it is possible to carry the
deferred assessments for that period due to the shortage of the
Sewer Fund, then it is recommended that St. Michael's be required
to cover the cost of those assessments which are deferred, to be
paid back to them at the end of the three year period. This could
possibly increase the assessment against St. Michael's by as much
as $13,489.20.
Because the majority of the property owners are in favor, and
because there exists a possible health hazard at the Orphanage,
it is recommended that the sewer be constructed as soon as poss-
ible. A Plan showing the proposed sewer installation is on file
in the office of the City Engineer.
