FINANCE COMMITTEE MINUTES
May 17, 2021

1. Bids/Purchasing
a. Lawn Mowing & Landscaping – Economic Development Fund – Katahdin Property
Services Inc – Estimated Year 1 Costs $12,630
Motion made and seconded to award the contract, motion passed unanimously.
b. Hildreth Street Drainage – Stormwater – Lou Silver - $161,750
Motion made and seconded to recommend contract award to City Council, motion
passed unanimously.
c. Request to Contract with Dean & Allyn for Fire Suppression System Upgrades –
Airport - $98,734
Motion made and seconded to authorize contract, motion passed unanimously.
2. Review of Revised Matured Tax Lien Policy
Staff provided an overview of the revised policy, which was last updated in 2014. Since that
time, the practice and procedures have been refined to reflect the direction of the City
Council. Therefore, the revised policy is being presented to reflect the more detailed
process that has been the practice for the last couple of years. Councilor Tremble
expressed concern that when a taxpayer, who owns multiple properties, has a property with
a matured tax lien, the policy directs staff to include all past due amounts in any agreement.
It was noted, that the policy allows for either the Finance Committee or City Council to
make exceptions on a case by case basis. The Committee indicated their support to have
this item reviewed by the City Council at its next meeting.
