PA P;Rp P . s pp€ ........... introduced and riled by _ a cougea>man RECEIVED CITY OF B.AN+0.W CITY oLERY.'S GFFIDE ''li ROB 4 M'I '3 CITY OF BANGOR, MAINE Engineering Department August 3, 1977 To the Municipal Officers Reference is made to previous problems which have been encountered with storm drainage runoff at the north end of Blanchard Street, which have in the past caused excessive runoff on the street, and the buildup of ice during the winter months. The problem has been further compounded by the develop- ment of Bradford Commons to the north, and the possibility of added surface water by the future development of land located north of Husson Avenue. The Bradford Commons development has chmaelized the storm water runoff into a new drainage channel, connected to an existing catch basin located at the north end of Blanchard Street. However, the existing outlet pipe is only 8 inches in diameter from the catch basin to the 24 inch sewer at the corner of Knox Avenue, and does not have sufficient capacity to take the present flow, as well as the additional flows expected by, future development. Studies indicate that a 15 inch diameter pipe would be required. The proposed installation, consisting of 130 feet of 15 inch corrugated metal pipe, will extend along the easterly edge of the Blanchard Street pavement to en existing catch basin at the corner of Knox Avenue, and thence into the existing 24 inch sewer at the intersection of Knox Avenue and Blanchard Street. The total estimated cost of the atom sewer installation is $29500.00. Of this amount the City would Vey 50%, and the remaining $1,250.00 would be assessed agarnst the Bradford Cons develop- ment. The Developer, Mr. Warren Sawyer, hoe indicated that he is in favor of the project, and would pay his share of the cost. It is felt that the installation of the larger pipe, together with the channelization;which has been accomplished by the Bradford Commons development, will relieve the drainage problem, and it is recommended that it be constructed.
