(b) Commit to or upon any public street, public highway, public sidewalk or any other public place or building any act or thing which i an obstruction or interference to the free and uninterrupted use of property or with any bust - e lawfully conducted by anyone in or upon o facing or fronting on any much public street, public highway, public sidewalk or any other public place or building, all of which prevents the fre and uninterrupted ingress,egress, and - regresae thereto, thereon and thereto. 8.1 Definitions. This proposed anandment is adopted from a model prepared and distributed by the National institute of Municipal law Officers.
