WHEREAS, by virtue of Chapter I, Article 5 of the Ordinances of the
City of Bangor, the City in divided into seven (7) wards for purposes of
voting at municipal elections and
MACEAS, by virtue of Chapter 10, private A Special laws of 19]]
(formerly designated an LegisLative Document No. 1)23) the Legislature
ban established five (5) voting districts within the City for purposes
of the election of members of the House of Representatives beginning
with the 109th Legislature; and
WHEREAS, the boundaries of said five (5) voting districts bear An
relationship to the boundaries of the City's seven (7) election wards;
and
W1®IEAS, it now appears that is may be necessary t realign the
boundaries of the Citys election wards to conformwith the boundaries
of said new five (5) voting districts,
NOW, THEREFORE, By the City Council of the City of Bangor
ORDERED, THAT a committee composed of three (3) members of the
City Council, appointed by the Chairman, together with the City Clerk,
Chairmanof the Board of Voter Registration and the City Solicitor i
an fficio capacity, to be known as the Elections Review Committee,
is hereby established for purposes
of study and review of the effect of
the five (5) n voting districts on the election. process in Bangor; to
determine whether a realignment of the houndaries or a reduction i
numberof one City's election wards would be appropriate or necessary,
and to make a report to the Council of the Committee's findings and
recommendations.

on the agenda owner New business is an teem relating to the
creation of a Cowwittee for purposes of studying the possible effect
-
ofn w legislation relating to the election of members of the State
Rouse of Representatives. The legislation, Lo 1723, divides the City
into five (5) voting districts which bear no relationship to our seven
(7) election bards.
Cut initial ispreeeion is that the new legislation will
nessitate the reduction of out election wards to five (5) and action
to realign the boundaries to condform with the voting districts for. the
Nouse. Such action would obviously have some sequences for the voting
public, and should not be taken without careful cons; ideratfon of all
potential problems.
For the information of the Council, enclosed please find copies
of pages 11-13 which provide a metes and bounds description of the five
(5) districts. Tc is my understanding that the City Clerk is also pre-
-,paring a map which will better assist w in ascertaining their location.
