At its meeting on June 6, 1977, the Planning Board held a poplin Bearing
on the proposed Council Ordiuvice Amendment 228AE "Amending Chapter WT15
Articles 9, 10, end IT of the Ordinances of the City of Bangor - Special
Exceptions". The Planning Board felt that since they had previously discussed
the proposed Amendment to the Zoning Ordinance and had requested the Amendment
he placed w the Council Agenda, that further discussion was not necessary.
The Planning Board voted unanima sly to recommend approval of the proposed

SUBJECT: Proposed Amendment to Chapter VIII; Article 16, Section 3
(2) (c) Travel Trailer Park
In respect to the proposed amendment to Industrial Park 2
Zones permitting travel trailer parks, I offer the following
observations:
1. A travel trailer park is in my opinion a recreational type
of use. One might also conclude it to be a form of
residential use.
2. There are some very good reasons why industrial uses are
not permitted in Residential zones or Residential uses in
Industrial zones. Most of these reasons center upon
nuisance factors and hazards such as noise, smoke, dirt,*
traffic, etc. If the amendment were approved, and the
Special Exception granted, a situation of residential
living among Industrial uses would be created.
3. Certainly one of the reasons that trailer parks are per-
mitted in the Agricultural zone is that the above nuisance
and hazard factors do not exist.
4. The amendment as proposed, if passed, would open up all
I-2 property to recreational uses.
5. The City's Comprehensive Plan and present zoning has
envisioned this area as a Commercial and Industrial center.
6. The ideal time to consider a request such as this would be
in conjunction with the updating of the Land Use Plan.
However, if this is not satisfactory to the Planning Boad,
a suffested preferable course of action would be for the
applicant to request a zone change for his parcel to an
Agricultural Zone in which travel trailers could be per-
mitted.as a special exception.

Dear Dick:
This letter is in reference to Council Ordinance 227AE,
amending Chapter VIII, Article 16, Section 3(2)(c) of
the Zoning Ordinance by including Travel Trailer Parks
as a Permitted Use under Special Exceptions in an
Industrial Park Two Zone.
I will be out of state Monday when your Public Hearing
on this matter is scheduled and request that you include
my statement in the Board's considerations.
Generally speaking, use of industrial land for Travel
Trailer Parks or similar uses such as tenting areas or
camp grounds is not compatible with the usual industrial
and secondary commercial uses of such land. Pedestrian
traffic--including children at play--floes not mix with
b moving rail cars and trucks associated with industrial
buildings containing manufacturing, assembly, processing,
warehousing, distribution and industrial services, Industry,
itself, for safety and security purposes, prefers to be
away from such nonindustrial activity.
l There may be extenuating circumstances with individual cases,
and the Board may feel that such an exception exists with the
specific proposal that has generated this request for ordinance
amendment, !Should the Board and the City Council approve this

amendment, a request for Special Exception for the particular
lot, in question, will be forthcoming. It appears to be a
natural business extension Of the motel operation. The rear
lot is owned by the motel interests, and has proven difficult
to develop industrially because of the lack of access, except
through the motel grounds. No road extensions are presently
planned to service this lot. This is not to say that industrial
uses may not be found, providing access can be arranged from
Doane Street, or that expansion of the adjacent industrial use
Could be possible.
However, I must oppose the procedure being followed and would
urge a different approach, should the Board decide that the
specific proposal has merit. It would be much morepreferable
to add this Special Exception use under Industrial Park Three
Zone, and expand the Industrial Park Three Zone to inclu a both
this lot, the Sears, Roebuck warehouse lot, and the narrow piece
of land easterly of the rail spur. Acheck of the geographic
zoning of the area will show that the expansion of the Industrial
Park Three Zone as suggested is natural and justifiable rezoning.
Industrial Park Three Zone permits business uses which more aptly
describes a motel -travel trailer park. For a variety of reasons
including location, lack of utilities and existing buildup, such
trailer or tenting parks would be less likely to spread or flourish
economically in Industrial Park Three Zones. -
Experience tells me that allowing trailer or camping activities
in an Industrial Park Two Zone, even with Special Exception re-
view, will tend to "open^ up these areas of our city to in-
compatible uses. It will work against the City's comprehensive
planning, and negate much of the potential for generation of
additional jobs and tax dollars from industrial locations. These
industrial uses formed the original justification for taxpayer
investment in the extensions of roads and utilities to the -
Industrial Park Two areas.
The Board's considerationof these comments will be appreciated.
