ORDERED,
THAT WAEP;EAS, the State Department of Transportation is
preparing to undertake the reconstruction of Hogan Road between
Interstate Highway I-95 and Stillwater Avenue, and
WHEREAS, sanitary sewer service does not presently exist
along most of the roadway which is to be reconstructed, and
WHEREAS, State law prohibits the opening of a newly
constructed roadway for a period of 5 years after construction,
and
WHEREAS, the majority of the property owners abutting
Hogan Road have indicated that they are in favor of the sewer
installation,
NOW, THEREFORE, be it
ORDERED, that the attached report of the City Engineer
showing the estimated cost and possible assessments for the
installation of approximately 14'7(1feet of sanitary sewer on
Rogan Road be and hereby is accepted, and be it further
ORDERED, that the sum of $30,000.00 be transferred from
the Reserve for Future Construction - Sewer Account to cover
the cost of said construction, and be it further
ORDERED, that said sewer be installed as soon as possible..

To the Municipal Officers:
In accordance with City Council Order No. 408 AE passed
October 24, 1977, directing the City Engineer to determine the
cost of installing sanitary sewer service on Hogan Road, the
following report is submitted: _
The proposed installation would include 1,470 feet of 8
inch sanitary sewer pipe and 4 manholes, serving the entire
area between Interstate Highway.I-95 and the westerly line of
the E -Mart property. The total estimated cost of sewer instal-
lation is 629,310.00, of which the City would pay 50%, and the
remaining 614,655.00 would be assessed proportionately against
the properties benefited, as follows:

The property on the westerly side of Hogan Road, most of
which is occupiedLbY the E -Mart, is non -assessable, since the
N -Mart paid a previous assessment for the existing sewer which
extends in a westerly direction from their property to Still-
water Avenue.

Since the State Department of Transportation is planning
to start reconstruction of the roadway within the next month
it is considered imperative that the sewer installation begin
as soon as possible. It is further recommended that all of the
proposed assessments be levied upon completion of the sewer
installation. Plana of the proposed sewer installation are on
file in the office of the City Engineer.
