�, it is the policy of this locality to eliminate substandard
and other inadequate Lousing, to prevent the spread of slims and blight, and to
realize a oras feasible the goal of a decent home in a suitable living
environmentforall of its citizens; and
WiEH , toner the pxovisious of the United States Housing Act of
1937. as amended, the United States of Ameilca, acting through the Secretary of
Housing4and Urban Development (herein called the "Gwer`ment")aaauthorized
to provide financial assistance to local public horsing agencies fee tnder-
taking and carrying mt preliminary planning of low -sent hearing projects that
will assist in meeting this goal; and
WhEI , the Act provides that there shall be local determination
of need for low -rent hots Ing to most needs not being adequately met by private
enterprise and that the Gwer®ent shell not make any contract with a public
housing agency for preliminary loans for surveys and plawing in respect to say
low -rent housing projects unless the governing both of the locality involved
has by resolution approved the application of the public housing agency for such
preliminary loan: end
WHER kS, the Bangor Henning SXuthority (herein called the "Local
Authority") is a While housing agency ant is applying to the Government for a
preliminary loan to cover the costs of surveys ana planning In connection with
the drvelopment of larent housing;
NOW, TEEREFOHE, be it resolved by the City Council of the City of
Hangar as follows:
1. That there exists in the City of Caesar a need for such low -
rent banning whlch is not being met by private enterprise;
2. That the application of the Local Authority to the Goveromeut
for a preliminary loan In an amount not to exceed $25,000 for surveys and
planning in connection with low -rent housing projects oP not to exceed
approximately fifty (50) dwelling units is hereby approved.
