Authorizing Waiving the RFP Process to Purchase a Replacement Passenger Boarding Bridge from AERO
Bridgeworks, Inc. for $730,900.
This Order will authorize waiving the request for proposals ("RFP") process to purchase a
replacement passenger boarding bridge ("PBB") from AERO BridgeWorks, Inc. in the amount of
$730,900.
On March 3, 2021, the City received five (5) responses to its original RFP to replace the PBB for gate
6, ranging in price from $1,017,409 to $1,348,293. The Council approved the proposal from AERO
Bridgeworks. Upon further inspection of the existing PBB's, gate 5 is in much worse condition than
originally determined. As the City just conducted a competitive bid process, it is recommended we
purchase a second PBB from AERO Bridgeworks. Staff have discussed this project at length with our
FAA representatives who are very supportive of this approach.
Funding for this project is through the airport's reserve account with reimbursement via the airport's
Passenger Facility Charge (PFC) program.

WHEREAS, this Order will authorize waiving the RFP process to purchase a replacement passenger boarding
bridge (PBB) from AERO BridgeWorks, Inc. in the amount of $730,900; and
WHEREAS, on March 3, 2021, the City received five (5) responses to its original RFP to replace the PBB for
gate 6, ranging in price from $1,017,409 to $1,348,293; and
WHEREAS, the Council approved the proposal from AERO Bridgeworks; and

NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR,
That the City Manager, is hereby authorized on behalf of the City of Bangor, to waive the RFP process and to
purchase a replacement passenger boarding bridge (PBB) from AERO BridgeWorks, Inc. in the amount of
$730,900. Funding for this project is through the airport's reserve account with reimbursement via the
airport's Passenger Facility Charge (PFC) program.
