HomeMy WebLinkAbout2021-05-10 21-183 Order 05/10/202121-183 05/10/2021 21-183 Community & Economic Development Order N/A Title, Order Authorizing the City to Execute and File the FY21 Annual Housing and Community Development Plan with the Department of Housing and Urban Development for Community Development Entitlement Funds under the Title I of the Housing and Community Development Act of 1974 This Order will authorize the City's Community Development Block Grant Program for the coming year. The City expects to receive $839,421 in Federal Community Development Block Grant funds. In addition, we estimate that approximately $250,000 will be available in program income, primarily as a result of repayments of outstanding property rehabilitation loans. Projects eligible to be funded in the coming year include: property rehabilitation; homeownership assistance; neighborhood & downtown public improvements; social services and non-profit funding; acquisition, demolition and clearance activities; and aiding in the retention and/or creation of affordable housing units. Budget and activity information can be found in attachment #1. Business & Economic Development Committee 05/04/2021 Recommend for passage 50 First Reading 05/10/202121-183 CITY OF BANGOR ORDER 05/10/2021 21-183 Fournier Authorizing the City to Execute and File the FY21 Annual Housing and Community Development Plan with the Department of Housing and Urban Development for Community Development Entitlement Funds under the Title I of the Housing and Community Development Act of 1974 Be it Ordered by the City Council of the City of Bangor that, the City Council, as the local governing body, hereby authorizes and directs the City Manager to execute and file the FY21 Annual Housing and Community Development Plan, with the Department of Housing and Urban Development, for Community Development Block Grant Entitlement Funds as provided for in Title I of the Housing and Community Development Act of 1974, as amended, a copy of which is on file in the Office of the City Clerk; to provide such additional information and furnish such documents as may be required by the Department of Housing and Urban Development to execute such contract, or contracts, as may be necessary for the entitlement grant to be received; and to execute and file requisitions for funds. Be it further Ordered that, the City Manager is hereby appointed as the authorized representative for the City of Bangor to act in connection with such plan of the City of Bangor for Federal Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974, as amended. CO 21-183 May 10, 2021 Attachment #1 CITY OF BANGOR FY2021 Community Development Block Grant Program Proposed Community Development Activities July 1, 2021 to June 30, 2022 CDBG FUNDING SOURCES AVAILABLE FOR USE CDBG Entitlement Grant: $ 839,421 Projected Program Income from CDBG funded loan repayments: 250,000 TOTAL CDBG FUNDS AVAILABLE FOR USE $ 1,089,421 PROGRAM OBJECTIVES AND PROJECTED USE OF FUNDS The primary objective of the City of Bangor Community Development Program is the development of a viable urban community by providing decent housing, a suitable living environment and expanding economic opportunities, principally for persons of low- and moderate -income. Consistent with this primary objective, Bangor's FY 2021 program year (funded with Federal FY 2020 funds) specific objectives and projected use of funds are: Activity Name & Description Locations) Funding ($) SUPPORT AFFORDABLE HOUSING The need to add and maintain safe and affordable housing for LMI City-wide $ 200,000 individuals and families is a priority for the CDBG program. Staff will collaborate with community partners to work to increase affordable housing in the City. SOCIAL SERVICES / NON-PROFIT FUNDING Non-profit funding for service organizations that serve LMI person. City-wide $ 150,000 PROPERTY REHABILITATION / HOMEOWNERSHIP ASSISTANCE Low interest and deferred payment loans for rehabilitation of City-wide $ 225,000 LMI, owner -occupied, single-family homes and multi -family rental units. Also down payment and/or closing costs assistance to increase single family homeowners. NEIGHBORHOOD STABILIZATION / STIMULATE ECONOMIC GROWTH This activity would allow allow for projects such as: continued City-wide $ 96,541 work to purchase, and the possible demolition or rehabilitation of eligible forclosed, vacant, and abandoned properties; improve the safety and livability of eligble neighborhoods; historic preservation; direct financial support to eligible businesses; and the temporary management of eligble properties. PUBLIC IMPROVEMENTS $ 200,000 Street and sidewalk improvements in eligible neighborhoods. City-wide PROGRAM ADMINISTRATION Oversight, management, and monitoring of CDBG Program $ 217,880 activities and reimbursement to City departments for services provided in support of CDBG Program activities.
