Reference is made to City Council Order No. 258 AN passed
June 14, 1976, authorizing the extension of the sanitary sewer
on Kenduskeag Avenue in a northerly direction from its terminus
at the intersection of Valley Avenue. The work has been completed,
consisting of the following:
The extension consisted of the installation of 1,003 feet
of 8 inch asbestos cement pipe and 4 manholes. The total cost
of the sewer installationwas $21,536.10, which compares favor-
ably with the original estimate of $25,000.00. Of this amount,
the City would pay 50%, and the remaining $10,768.05`would be
assessed against the property benefited, as follows: .

As stated in the original Council Order, it is recommended
that the assessment against Nelson Kitchen be deferred until such
time as it is necessary for him to enter the sewer, since he
presently has an acceptable septic tank system. Also, it was
originally recommended that the assessments against the West side
of Kenduskeag Avenue, now the Ridgewood Subdivision, be deferred,
since most of the land is much lower than the street, and sewer
entry will not be possible unless the land is substantially
filled; furthermore, the lower portion of these lots have access
to the Kenduskeag Stream Interceptor Sewer. In three instances,

As stated in the original Council Order, it is recommended
that the assessment against Nelson Kitchen be deferred until such

made sewer entry possible, so that the assessments should be
levied. Deferment of the other assessments would be based upon
receipt of an acceptable recordable Subordinate Agreement from
the property owners.
It is recommended that the assessments be levied or deferred
as noted above. A Plan showing the sewer installation is on file
in the office of the City Engineer.

Change attached report as follows:
1. On Page 2, the assessments against Thomas Deroche
(Lot 1) and Contrails, Inc. Lots 2 and 3 should beimarked
"non -assessable."
2. The 'Total Assessment to be Levied" column should
thus be reduced by $1,498.58 to $4,590.44.
3. The last sentence beginning on Page 2 should be
changed, after 'Bots 19 2 and 31" to read "entry has already
been made into the Aenduskeag Interceptor Sewer, so that.
assessments as part of this project should be deleted."
