BBSOLVED.
WHEREAS, The City Council of the City of Bangor is the body
responsible for the levy of all property taxes which
provide all municipal services including education,
and
WHEREAS, the State of. Maine Legislature established by statute
a Uniform Property Tax to be levied equally upon the
State valuation of all communities, and
WHEREAS, the State Constitution requires that assessment on
property be at full value and the Legislature has
decreed that assessment practices meet minimum tests
of fairness and equity, and
WHEREAS, the money raised by the Uniform Property Pax reflects
the level needed to fund 508 of the statewide allocation
for local education expenditures, and
WHEREAS, the local share of school costs has dropped markedly
since the Uniform Property Tax went into effect, with
school costs going up about 308 from 3903 to 1976, and
local taxes for schools increasing by only 10:128 over
this period,
Be it therefore RESOLVED by the City Council of the City of Bangor
THAT repeal puts in jeopardy the substantial relief that
has come to local property tax payers under the Uniform
Property. Tax, and
THAT the City of Bangor expects the Legislature to con-
tinue to fund up to 508 of thecostof education as
stipulated in the School Funding Act regardless of any
change whatever in the funding sources, and
THAT the City of Honour supports the retention of the
Uniform Property Tax as the means for meeting that
obligation.
