Sanitary Sewer Extension By Ge City Comoil offlw Cay ofBaryor: ;17tTi)N-10 THAT the attached report of the City Engineer showing the estimated cost and possible assessments for the construction of a sanitary sewer extension from Blue Hill West to Ohio Street' near the Rainbow Trailer Park be and hereby is accepted, and be it further ORDERED, that said sewer be constructed as soon as possible, and be it further ORDERED, that the sum of $49,000.00 be appropriated from the Reserve for Future Construction - Sewer Fund to cover the cost of said construction, and be it further ORDERED, that the City Engineer, acting for and on behalf of the Municipal Officers in accordance with Title 30, Sec. 4251, M.R.S.A., acquire the necessary right-of-ways to permit the constructionandfuture maintenance of said sewer line and appurtenant structures. '77 1061 ZZ AA 9 14 -Initodvrad and filed by - Councilman CITY OF BANGOR, MAINE Engineering Department November 14, 1977 To the Municipal Officers: Reference is made to City Council Order No. 224 AN passed May 99 19771 directing the City Engineer to make a study to determine the cost of extending sanitary sewer service to the Rainbow Trailer Park on Ohio Street. Surveys, plans and Cost Estimates have been completed, which would provide for the following: The proposed extension would consist of the installation of 11918 feet of 8 inch pipe and 7 manholes, extending in a southerly direction from the aatisting sewer at the intersection of Blue Hill West and Dirigo Drive, and terminating on Ohio Street at a point located approximately 1,000 feet southeast from Blue Hill Went. The totalestimated cost of the sewer construction is x.$49 000:00. Of this amount, the City would pay 50%, and '.,424,500.00 would be assessed against the properties benefited, as follows:- . The property owned by Land Investment, Inc. is presently undeveloped, and has no immediate need for the sewer. The land owned by the Page Two Church of God is presently undeveloped, although plans are underway for the installation of a church, to occupy approxi- mately 20% of the property; there are no immediate plans to develop the balance of that property. The land owned by Sohn and Marion McLeod is approximately 1/3 developed at the present time, with no immediate plans to develop the remaining 2/3. For thio reason, it is proposed that the assessments be deferred against the properties which are undeveloped, said deferment to be for a period of up to five years, provided that the land is not developed sooner. The deferment would be conditioned upon the receipt of a suitable Subordinate Agreement to be recorded in the Penobscot Registry of Deeds. It is further recommended that the assessment against the Rainbow Trailer Park consist of a $5,000.00 payment prior to the start of construction, with five (5) annual payments of equal amounts to make up the remaining balance, said amounts presently estimated at $1,500.00 each. The primary purpose for installing the sewer at this time is to eliminate a serious health hazard created by a faulty septic tank and lagoon system at the Rainbow Trailer Park, which has been cited by the State Department of Environmental Protection and the City of Bangor Health Department. For this reason, it is recommended that the sewer construction begin as soon as possible, including the acquisition of the necessary Easements and right-of-ways to permit the sewer installation.
