ORDERED,
THAT John G. Field, Deputy Finance Director; is hereby
authorized and directed to execute a municipal quitclaim deed,
a copy of which is on file in the office of the City Clerk,
releasing any interest the City may have to certain property
located on Ohio Street by virtue of a tax lien recorded in
the Penobscot Registry of Deeds. Said deed shall be directed
to Nathan Smith.
Statement of Fact: The purposeofthis Order is to authorize the
execution of a municipal quitclaim deed to clear the record of any
interest of the City by virtue of a tax lien recorded for the year
1976. The taxes represented by the lien have previously been paid.

THAT the CITY OF BANGOR, a body corporate, located at Bangor in the County
of Penobscot and State of Maine, in consideration of one dollar and other valuable
considerations paid by NATHAN SMITH
of Bangor, County of Penobscot, State of Me. , the receipt whereof it does
hereby acknowledge, does hereby resins, release, bargain, sell and convey, and
forever quitclaim unto the said NATHAN SMITH, his
heirs and Assign forever, all its right, title and interest in and to the
following described real estate situated at Bangor in the County of Penobscot.
State of Maine, and more particularly described as follows:
Real Estate located on the East side of Ohio Street,
Bangor, Maine and further described in volume 2324,
Page 263, Penobscot Registry of Deeds.
Being the same premises acquired by said City of Bangor
(by John C. Field, Collector of Taxes) for unpaid taxes
assessed for the year1976by virtue of a tax lien re-
corded in the Penobscot Registry of Deeds in Volume
2745, Page 186.
Grantee(a) address: 1481 Ohio Street, Bangor, Maine.
The purpose of this dead is to convey any interest the Greater may have in
the foregoing property by virtue of unpaid taxes for the tax years 1976
TO HAVE AND To HOLD the name, together with all the privileges and
appurtenances thereunto belonging to the said NATHAN SMITH,
his heirs and assigns forever.

B. Definitions, Data Sources. and Methods
1. Definition of "Substandard" used. Me definition of substandard wits
need in Table I is derived free the City of Bangor's Housing Code. This code is
modeled after the nationally -recognized Building Officials and Code Administrators
(BOCA) Housing Code. Thus, a unit classified in Table I as being substandard has.
at least one or more violations of the BOCA Housing Code; these violations relate
to the folloalng parts of the structure: foundation, roof, heating equipment
electrical system, plumbing system, floors,, walls, ceilings, me of egress, chimney,
exterior covering, stairs, porches, cooking equipment, toilet facilities, feel storage,
refuse disposal, windows, doors, rodent infestation and other elements of the structure.
2. Definition of "suitable for rehabilitation" used. Tae units listed in
Table I as being suitable for rehabilitation are all classified as being substandard
under the BOCA code; these units have at least five (5) or more minor code violations
(i.e., no second means of egress, inadequate number of electrical outlets, etc.), o
there is at least one (1) or more major case violation (i.e., deteriorated foundation,
no heating system, etc.). In addition, the violation or combination of violation
must be economically and structurally feasible to Correct in order for the units to
be considered suitable for rehabilitation.
3. Data sources and methods used. The basic data source for the Survey
of Housing Conditions has been the U. S. Bureau of the Census.In 197% the city
of Bangor arranged for the Bureau of the Census to undertake a Special Census which
provided aount of occupied and vacant bousi� units in the City. The estimate
of units in Table I Sas up -dated the 1975 Special Census data by determining a ret
gain in housing units; the City Cede Enforcement Department records provided infor-
mation pertaining to heading starts and demolitions to obtain this net gain. From
this information, it may be seen that since 1970 occupied housing units have increased
by 1 233 units and vacant unite have decreased by 185 units producing a net gain of
1,046 housing units; of these 1,048 units added to the housing stock; 786 are multi-
family (renter) units, and 262 are single-family (owner) units. The vacancrate
of 5% was determined by the Special Census and, Judging from the difficulty i
securing vacant units under the City's Community Development relocation program and
under the Section 8 Existing Housing program, it is estimeted that the vacaney rate
is remaining approximately constant.
In addition to the Special Census, the City Code Enforcement Department
has systematically inspected 8,474, or acre then 70%, of the housing wits in the
City. This survey, havolving the inspection of nearly all wits in the older
neighborhoods (which are located between the Penooecot River and Interstate 95),
- classified wits according to standard or substandard condition (in violation of
the BOLA code); the substandard units were further subdivided according to those
units: (a) with minor code violation - 704, of all substandmrrd units, (b) suitable
- for rehabilitation - 24%, and (c) beyond the point of feasible rehabilitation and
requiring clearance - 6%. 'Therefore, the units listed in Table I as being sub-
standard include all of the units in these subdivisions.
To obtain the estimate of "substandard" azul "suitable for rehabilitation"
for those units (30% of the total .housing stock) not inspected by the Code Enforce-
ment Department, a projection of the code violation rate for these units was made.
