CIT C COST OF RAINBW THALLER PARR SANITARY SEWER E%TMSION IN CTM COUNCIL NOVIARFR 27 1978. - PASSED Introduced and filed - kouncrlman CITY CL f CITY OF BANGOR, MAINE Engineering Department November 8, 1978 To the Municipal Officers: In accordance with City Council Order No. 33 AF passed November 28, 1977, a new sanitary sewer was extended in a southerly direction from the existing sewer on Blue Hill West to Ohio Street in the vicinity of the Rainbow Trailer Park. This Report is intended to describe the actual installation, and to list the recommended assessments based upon thefinal cost of the installation. The sewer extension consisted of 1,918 feet of'8 inch pipe and 7 manholes, beginning at the existing sewer at the intersection of Blue Hill West and Dirigo Drive and extending in a southerly direction, terminating on Ohio Street at a point located approximately 1,000 feet southeast from Blue Hill West. The total actual cost of the sewer installation was 81 $25,4.00, substantially lees than the original estimate of $49,000.00. Of this amount the City would pay 50%, and the remaining $12,740.50 would be assessed proportionately against the properties benefited, as follows: Assessments to Assessments to Name be Levied be Deferred Walter & Mary Nachum (Rainbow Trailer Park) $6,536.67 Land Investment, Inc. $39377.00 Milton & Shirley Duncan 326.57 Church of God 272.49 1,029.64 John & Marion McLeod 399.38 798.75 Totals $7,535.11 $5,205.39 The amounts to be assessed were pro -rated against the various properties on the basis of the total number of existing or future housing units that could be accommodated on each property. As men- tioned in the initial report the property owned by Land Investment, Inc. is presently undevelopel and has no immediate need for the sewer. The land owned by the Church of God is presently undeveloped, although plans are underway for the construction of a new church, to occupy approximately 20% of the property; there are no immediate plans to develop. the balance of that property. The land owned by -1- John and Marion McLeod is approximately one-third developed at the present time, with no immediate plane to develop the remaining two-thirds. For this reason, it is proposed that the assessments be deferred against the properties which are undeveloped, said deferment to be for a period of up to five years, provided that the land is not developed sooner. The deferment would be con- ditioned upon receipt of a suitable Subordinate Agreement, to be recorded in Penobscot Registry of Deeds. Since the sewer installation was initially primarily to serve the Rainbow Trailer Park, Walter and Mary Machum were required to pay $5,000.00 toward their assessment prior to the start of construc- tion. This would reduce the amount owed by Mr. and Mrs. ffachum to $1,536.67. It is recommended that the balance owed by Mr. and Mrs. Nachum be paid in two annual installments, with the first install- ment to be levied upon approval of this Report. It is further recommended that .the other assessments indicated to be levied be so done upon acceptance of this Report by the City Council, and that the remaining assessments be deferred for a period not to exceed five years. - Plans showing the actualosewer installation are on file in the office of the City Engineer.. -2- Respectfully submitted, Jo Fr City Engineer )))i))
