This Order would authorize the extension of a development agreement with C&L Aviation for job creation. In August 2019, the City Council authorized the sale of land at 395 Griffin Road (Map-Lot 101-008) to C&L Aviation. The building, formerly known as Spectacular Events Center, had been sold to C&L and they wished to purchase the land underneath it, previously leased, as well. To meet the requirements of the City's disposition policy, C&L and the City entered into an agreement whereby they paid $265,000 for the land and agreed to create 25 net new jobs within 24 months, among other conditions. Since that agreement, C&L has begun their expansion project, however, due to the devastating impact of COVID-19 on the aviation industry, C&L has not yet been able to expand their workforce. They have requested an extension on the job creation timeline for another 36 months, putting the new deadline at April 2024.
