THAT Chapter VIII, Article 20 A be added to the Laws and Ordinances
of the City of Bangor as follows:
RESOURCE PROTECTION ZONE
Sec. 1 Purpose The Resource Protection Zone is established to
preserve,and protect certain areas such as
natural drainage ways, flood plains, streams, rivers, wet-
lands, etc. The Resource Protection Zone is intended not
only to preserve and protect open space land, water quality,
productive habitat; biotic systems, and scenic and natural
areas consistent with the intent and purpose of this Ordinance
but also to protect the inhabitants of the City from costs and
consequences which may be incurred when unsuitable development
occurs in each areas.
Sec. 2 'Basic Requirements. Buildings or land used or occupied, and
ujMrMI e� constructed, reconstructed, moved or structur-
ally altered, whether permitted uses or special exceptions, shall
comply with the requirements of Article 21,of this Ordinance.
Sec. 3 Uses The Resource Protection Zone uses are controlled as
follows:
(1) Permitted Uses
(a) Timber harvesting in keeping with the requirements
of Article 21
(b) Agriculture, including the production of dairy
products and crops and the keeping and raising of
livestock and poultry, except for feed lots, in
accordance with Article 21
(c) Tree farms and forest nurseries
(d) Harvesting of wild crops
(a) Hiking, saddle, carriage, ski, and snowshoe trails
(f) All activities necessary for managing and protecting
the land including but not limited to forest manage-
ment activities, surveying, and fire protection.
(2) SpecialExceptions The following uses shall be allowed in
the Resource Protectipt ne, but only
upon the granting of a special exception p'exmit by the
Planning Board pursuant to Article 22 of this Ordinance.
(a) Public utilities including sewage collection and
treatment
(b) Piers, docks, wharves, breakwaters and bridges
(c) Pilling, grading, or dredging
(3) Prohibited Uses Any use not specifically permitted in
this Article or in Article 21 of this
Ordinance.

meeting on November 19, 1999, held a Public hearing on the above request.
Noting that this amendment placed the Resource Protection Zone in the
City's Comprehensive Zoning Ordinance, the Hoard voted four in favor snd none
opposed to recommend approval of the above Zoning Amendment.
