BY the CWy Counal6 of de CUM ofBungol: ORDERED, TWAT the City Clerk is hereby authorized and directed to prepare the necessary warrants and ballots, and to take all other necessary actio¢, for purposes of submitting the following question to the voters at a special election is be held on November b, 1979: "Shall the municipality approve the charter amendment e mnarizei below?"( and be it further ORDERED, THAT the City Clerk Include an the ballot the fallowing summary in lieu of the text of the proposed amendment: The proposed amen ment would establish a procedure i Article IV of the City Getter by which any member of the Bangor City Council or the Hangar Superintending School. CC®ittee could, be recalled and removed it= office. The process world be reassured by the filing of an Affidavit with the City Clerk naming the official sought to,be recalled. Thereafter, petition$ seeking the eased 6£ficial's recall would be circulated in the ca munity for a maximum of sixty 00)';business days, and then would be filed with the City Clerk. If the City Clerk were to determine that the petitions contained umber of signatures equal to at least 20% of the number of,pensws voting at the last regular municipal election,, the City Council would than order a special call election. If a majority of those voting in the scall election were to vote against the recall, the official would continue to remain in office. If a majority of those voting in the recall election were to vote for the call, the official would thereby be removed from office. The proposed amendment also provides the form of the ballot to be used at the time of the recall election, and prescribes the procedures to be followed in the event the named official resigns from office before the recall election is ordered.
