By the City Comma of MA City of Deeper: ORDERED, as.follows: Sec. I. Energy Advisory Committee. There is hereby established an Energy Advisory Committee for the purpose of providing advice and information on energy matters to the City Council. See. 2Appointment aid Comooaition. The Energy Advisory Committee shall be appointed by the City .Council, and shall consist Of nine (9) members, all of whom are citizens of the City of Censor, for terms to expire on December 31, 1980. The membership of the Committee shall be composed of persons from the following sources: three (3) from the energyindustry,' i.e., electricity, oil, gas, solar, wood, coal; we (1) industrial ca a (1) institutional e (1) small businessaconsumer; a (1) residential/ household consumer; and (2) from the amoral public. 2.1 Ex -officio Members. There shall be three (3) ex -officio members of the Energy Advisory Committee, to wit: the City Mm:ager, the Superintendent !1 of Schools, and the Chairperson. of the City Council, or their designees. 2.2 Chairperson. The Energy Advisory Committee shall, at its first meeting, elect a chairperson. 2.3 Minutes of Meetings. The City Manager shall provide for minutes of meetings of the Committee to be made and distributed to the Committee members and the City Council. Sec..3 Functions. The Energy Advisory Committee shall immediately undertake the following activities: 3.1 Review the purchase and use of energy by the City of Bangor for purposes of seeking ways to reduce purchase costs and to conserve use. 3.2 Review City ordinances, policies, procedures and practices which have an impact an the purchase and reof energy by the general public, and make commendations for changes that would tend to conserve such use and reduce purchase costa. 3.3 Develop a proposed contingency plan for use by the City in the event of a severe shortage}Rwthe energy available to fill the City's needs. 3.4 Review the role the City can fulfill if there i severe shortage of home heating oil supplies to Rangerand develop a proposed contingency plan to deal with such shortages. 3.5 Review Portland, oregetr Energy Conservation Demon- stration Project,. or othee such plans, to determine whether the City of Bangor should use their methodology for long-range energy planning. Sec. 4 Reports. The Energy Advisory Committee shall report on its activities to the City Council not less than every three (3) menthe{. provided, however, that all final recommmandatione shall be nommuniasted to the Council Immediately after adoption by the Committee. Sec. 5 Termination.
