Bangor. the curter of Mains—sm fmrorcny to Maine's North Woods and Seashore Rmra HISTORIC PRESERVATION COIM4ISSION DATE: August 2, 1979 TO: The Honorable City Council FROM: The Historic Preservation Commission SUBJECT: Council Ordinance 327 AS - Designating West Market Square Historic District by Amending Chapter VII; Article 4, Section 5 of the Ordinances of the City of Bangor - Historic Districts At a Public Hearing (continued from June 6, 1979), held on July 11, 1979, the Historic Preservation Commission considered the proposed designation of a West Market Square Historic District under Article 4, Section 5.1 of the Ordinances of the City of Bangor. Taking into account the speakers heard and letters received at both sessions of the Public Hearing, there was no question that supporters far outweighed opponents of this designation. The Com- mission did however, amend its originally proposed district to exclude the westerly side of Main Street because the owner of Rives b Co. felt very negative about the designation. If the property - owners in that section wish to consider designation, they can make a separate application requesting the Commission to amend and enlarge the district whenever they wish, but the Historic Preservation Com- mission did not want to disappoint the other property owners in the proposed district by delaying any further. The Historic Preservation Commission voted unanimously to recommend designation by the City Council of the West Market Square. Historic District as shown on the attached map. Originally known as Market Square, this area was the first market place of Bangor. By 1643, it was called West Market Square to differentiate it from the East Market Square area. The buildings beginning with the old Merrill Trust building, and passing from the Wheelwright -Clark Block to Dakins, constitute the proposed National Register West Market Square Historic District which was nominated by the Maine Historic Preservation Commission recently and will receive final listing from Washington in a few months. The buildings opposite in Broad Street and going up to Process in Main Street include several of the earliest in Bangor; among them "Sweets," the Boston Store, Standard Shoe, "the Hub,' from recent research apparently date from the 1830's. These buildings could be improved by the restoration of their shop fronts to a more appropriate treatment and local interest has been voiced in some cases. There are indications that several of this group may have been designed by Charles G. Bryant. Returning to Broad Street amid the early stores of the 1830's - 50's, the old Merchants Bank is a distinguished building with its circular plan; designed in 1906 by the talented architect Wilfred E. Mansur, it received an addition in 1924 in the same style by a New York archi- tectural firm. In the National Register part of the district the Old Merrill Trust was designed in 1906 by Newman & Harris (N.Y.C.) and added to in 1916. Like the other buildings in the District, it is a fortunate survivor of the 1911 Fire. The Wheelwright - Clark Block, 34 Hammond Street, is already designated as an Historic Landmark (Section 5.3, Article 5.3.2), and is on the National Register of Historic Planes. Built in 1859 by Benjamin S. Deane and Edwin Lee Brown, it is the most elegant French Second Empire block in Maine and will soon be the subject of restoration work. Its owner is most enthusia"s-Eic about the district designation. The next buildings, 14 Broad Street (the Sophia H. Brown Block), 1869-70; 18 Broad Street (the Webster i0e9-1u; JZ -96 broad Street, (known as the Mosman Block), c. 1869-7 constitute the finest appearing row of period commercial blocks in the city. Because of their quality and present undeteriorated con- dition, they were included in the National Register District; for this reason the Commission has decided in this case to overrule the wishes of Vicars Music Co., who wish to remain undesignated at a national and local level. If that one considerable storefront were unsympathetically altered, the one intact downtown historic distric in Bangor would be seriously impaired from a visual sense.
