to the extension of the right-of-way of Hancock Street to State
Street be and hereby is accepted, and be it further
ORDERED, that said right -o£ -way be established as a public
way, to be. named and known as Hancock Street, and that it be
added to the Official City Map.

Beginning at a point on the northwesterly right-of-way line
of Hancock Street at a point located 102.49 feet southwest from
the northeasterly terminus of the 60 foot right-of-way as laid
out and established by the City Council on March 31 1851; thence
in a northeasterly direction along a curve to the left having a
radius of 477.41 feet on a bearing of North 42 28' 00" West
through the point of beginning, and proceeding along said curve
for a distance of 299.31 feet; thence continuing along a compound
curve to the left, said curve having a radius of 429.34 feet,
for a distance of 281.88 feet to a point; thence abong a tangent
to said curve at the last -described point North 25 57' 44" West
for a distance of 127.26 feet to a point, being the point of
curvature of a curve to the left having a radius of 35 feet;
thence along said curve for a distance of 55.35 feet to the
southeasterly right-of-way line of State Street, to a point
located 54.37 feet northeast from the northeasterly rigbt-of-way
line of Spruce Street; thence in a northeasterly direction alogg

Meaning., and intend li to describe a right-of-way varying.: a
,in width from 66 feet to 80 feet, extending in a northeasterly
direction from the endofthe existing 60 foot right-of-way of
Hancock Street to State Street, more fully shown on a Plan
entitled "RighEof-Way plan Hancock St. Est. to State St.",
prepared by the City ofBangorEngineering Department Plan
No. R-877 dated June 21, 1979, to be recorded in the Penobscot
Registry of Deeds.

The recommended damages for the acquisition of the above
described property is $30,000.00. This is based upon an appraisal
in the amount of 535,000.00 made for an alternate location located
further to the northeast, but also involving Eastern Maine Medical
Center property; the recommended location will result in a construc-
tion cost of approximately $7,000.00 less than the original location
based upon a shorter route to State Street, but will result in
demolition costa of houses on some of the properties involved in
the amount of $12,000.00. Consequently, the total project coat
in the recommended location will be the same as the original
location, based upon a land acquisition payment of $30,000.00.

Because of lack of sufficient space in the City Engineer's office,
the hearing was adjourned to the Third Floor Conference Room at
City Hall. The City Engineer proceeded to describe the location
of the right-of-way, end the properties which would be involved
in the necessary right-of-way acquisition. The amount of damages
were stated, with an explanation as to how they had been deter-
mined. Those present were advised that the description of the
roadway, together with the recommended damages, would be contained
in a Report which would be submitted to the City Council for their
consideration, along with the comments of those present, and it is
anticipated that the Report would be received at the Council
meeting of July 9th. Concern was expressed as to the safety of
area residents as a result of the roadway construction. The
City Engineer agreed that the traffic now along the new road
would be much heavier than presently exists between Birch Street
and Spruce Street, but pointed out that the new road would be
much safer; the question as to whether traffic guides would be
provided fop conducting children across the street was considered
by the City Engineer not to pertain to the purpose of the hearing,
and is something that would be addressed by the City Council or
the Police Department. When asked if a traffic signal would be
installed on Hancock Street to the west of the project area, the
City Engineer expressed an opinion that it would not be warranted.
A question was asked as to whether the grade of the roadway along
the existing portion of Hancock Street would be raised; the City
Engineer stated that the grade would be substantially the same as
it is now, and would match reasonably well with the existing side-
walk in the area. Those present were also advised that a new side-
walk would be installed on the northerly side to Pearl Street, and
on the southerlyside to the easterly terminus of the existing
right-of-way; ample room is available for the future extension
of sidewalks to State Street along either or both sides, should
conditions warrant in the future.
Concern was expressed as to the steep grade of Pearl Street
entering the new highway. The City Engineer stated that the
possible discontinuance of Pearl Street at a point approximately
130 feet northwest from Hancock Street is still being studied,
and would appear to be reasonably feasible. The southerly portion
of Pearl Street could either be discontinued, or could be recon-
structed to reach one existing driveway in that area.
Mr. James Coffey, representing the Eastern Maine Medical
Center, indicated that the hospital was in favor of the proposed
location and would accept the recommended damages; the remaining
persons present were opposed to the proposed laying out.
it is recommended that the street be laid out as described
above, being the most suitable location for the extension of
Hancock Street, since it aligns with Otis Street, permits the
construction of the roadway with a maximum grade of only 4.24
per cent, and provides more stacking room on the hospital access
drive connecting to the new road. The proposed location has

been reviewed and recommended by the State Department of Trans-
portation, and has also been reviewed by the State Department of
Environmental Protection, which feels that it will have no adverse
impact on the environment. -
Since the proposed Hancock Street extension is in conformance
with the Comprehensive Plan, it is recommended that the above
described right-of-way be laid out and established as a public
way, to be added to the Official City Map.
