Authorizing Execution of a Contract with Northeast Paving in the Amount of $745,900 for Stillwater Avenue
Municipal Partnership Initiative Paving Project
This Order would authorize the execution of a contract with Northeast Paving in the amount of
$745,900 for the Stillwater Avenue paving project (Bangor Parkade to Hogan Road).
Typically, the Engineering Department would complete the design of this project and put it out to be
competitively bid. Similar to last year’s Broadway Mill and Fill project, Northeast Paving has
approached the City of Bangor with a proposal to complete the overlay on Stillwater Avenue for the
same unit prices that they charged the City for the Broadway and Union Street 50-50 projects
completed in 2020 and 2019.
Due to the current construction environment, staff believes bid pricing is likely to escalate in the near
term. For example MaineDOT recently opened bids for work on Stillwater Avenue in Old Town and
the bid pricing for pavement for 12.5 MM with polymer was $185/ton (typically pavement with
polymer is $10-$20/ton higher that standard 12.5 HMA).
Staff believes that Northeast Paving’s proposal to maintain paving pricing from last year provides a
significant opportunity for cost savings in completing these projects. There will be remaining work
associated with the project, which will be put out to bid to local contractors or completed under
current City contracts.
