Authorizing the City Manager to Sign A Storm Sewer Easement to Access Property in Hermon, Owned by
Hermon Solar LLC, Identified by Town of Hermon Tax Maps as Map 23, Lot 64.
This order will authorize the City Manager to sign an easement with Hermon Solar, LLC. If
approved, the easement will allow the City to re-route stormwater from Hildreth Street to Shaw
Brook, to help alleviate flooding on Outer Hammond Street near the Hermon town line.
The drainage on Hildreth Street is carried by a 15-inch concrete pipe to the Hammond Street storm
sewer, which is 15-inch polyethylene pipe. There have been numerous times when the Hammond
Street storm sewer has been overwhelmed by heavy flows, which can cause flooding on Hammond
Street. According to Maine DOT data, this section of Hammond Street sees an average of over
10,000 cars a day, and the flooded roadway is a hazard for road users.
The proposed new 24-inch polyethylene storm drain will start near on Hildreth Street approximately
320 feet from the intersection with Hammond Street. The pipe will intercept the existing 15-inch
concrete pipe, cross the property of 15 Hildreth Street, then continue on the rear of the lots at 1570
and 1606 Hammond Street before crossing the town line into Hermon, where it will continue across
property of Hermon Solar LLC for approximately 56 feet where it outlets to a plunge pool.
The City will access the area through the proposed easement, and will restore the property when the
work has been completed.

WHEREAS, the existing Outer Hammond Street storm drain is overwhelmed during heavy rain events,
WHEREAS, overwhelming said storm drain causes flooding of Hammond Street,
WHEREAS, the drainage from Hildreth Street contributes significant flows to said Hammond Street storm
drain,
WHEREAS, re-routing storm drainage from Hildreth Street may reduce the frequency of flooding on Hammond
Street,
WHEREAS, the proposed new route for the storm drain is on private property,
WHEREAS, the proposed storm sewer will need maintenance from time to time,
Be it Ordered by the City Council of the City of Bangor that,
The City Manager is hereby authorized to execute an easement with Hermon Solar LLC for a property on
Hammond Street, further described as Map 23, Lot 64 in the Tax Maps of the Town of Hermon, to install and
maintain a storm drain.
