Item/Subject: Order, Authorizing Lease Agreement with Tilton Flying Service LLC for a
parcel of City -owned land located at Bangor International Airport.

Commentary: This Order will authorize the execution of a lease agreement with Tilton Flying
Service LLC. Kevin Tilton of Tilton Flying Service LLC has approached the Airport about leasing a
parcel of City -owned land located at Bangor International Airport for the purpose of constructing an
aircraft hangar. If approved, the terms of the lease will include a lease payment of $2,160 annually
for a 10 year initial term with (3) additional 10 year renewal options. The annual lease rate will be
adjusted each year based on CPI. The hangar will comply with all applicable Code regulations and all
building specifications will be approved by the City. The lease will be in a final form as approved by
the City Solicitor or Assistant City Solicitor. This item is to be reviewed in a pre -council workshop on
September 12, 2016.

(TITLE.) ORDER, Authorizing Lease Agreement with Tilton Flying Service LLC for a parcel
of City -owned Land Located at Bangor International Airport
WHEREAS, the City of Bangor supports new investment and development and the creation
of an additional hangar at Bangor International Airport; and
WHEREAS, a City -owned parcel located adjacent to taxiway Y is currently undeveloped and
available for lease; and
WHEREAS, Tilton Flying Service LLC wishes to lease this parcel for the purpose of
constructing an aircraft hangar.

ORDERED,
That Catherine M. Conlow, City Manager, is hereby authorized to enter into a Lease Agreement
with Tilton Flying Service LLC. The terms of the lease shall include an annual lease payment of
$2,160 for an initial 10 year term, three (3) options to renew for ten (10) years with rent
increases for each renewal, a requirement that Tilton Flying Service LLC' construct an aircraft
hangar and such terms and conditions considered appropriate by the Airport Director and City
Solicitor or Assistant City Solicitor; and in a final form approved by the City Solicitor or Assistant
City Solicitor.
