Item/Subject: ORDER, Authorizing the City Manager to Execute a Collective
Bargaining Agreement between the City of Bangor and Maine
Association of Police Representing Patrol Officer at the Police
Department

Commentary: This Order will authorize the City Manager to execute a Collective Bargaining
Agreement with Maine Association of Police representing Patrol Officers at the Police
Department. Negotiations between the city and the union have resulted in a Tentative
Agreement which has been ratified by the union members.
The Agreement has been negotiated within the guidelines previously established by the City
Council and includes the following: a three year term (July 1, 2015 to June 30, 2018); wage
increases of 0% year one, 1.25 % year 2, and 1.5% year 3; an adjustment to the pay scales by
adding a new top step effective 7-1-17; revised private service detail rates, an increase in the
clothing allowance; updated health insurance rates and associated date changes; revised
physical fitness stipend amounts; and various other housekeeping changes.
The Tentative Agreement was reviewed with the City Council on July 25, 2016, and is presented
with the recommendation of the Management Negotiating Committee.

Police Representing Patrol Officer at the Police Department

THAT, the City Manager is hereby authorized to execute a Collective Bargaining
Agreement between the City of Bangor and Maine Association of Police
representing Patrol Officer at the Police Department for a term commencing July
1, 2015 and ending June 30, 2018 in accordance with the terms and conditions of
the Tentative Agreement reached between the Negotiating Committees
representing the city and the union. A copy of the proposed CBA is on file with the
office of the City Clerk.
