Commentary:
In 2010 C & L Aerospace Holdings, LLC leased buildings and land from the City of Bangor at
Bangor International Airport in Area 600 off the Odlin Road. The company has plans to expand
its services to include an aircraft paint facility. The City has secured preliminary approval from
the United States Department of Commerce Economic Development Administration for a grant to
fund one-half of the proposed aircraft paint facility. As a result of the planned expansion C & L
Aerospace Holdings, LLC, desires to enter into a long-term lease for the buildings.
The company also wants to enter into a long-term lease with the City of Bangor for two hangars
near Polk Street. Finally, the company needs additional office space. This will be provided
through the construction of an office building at Bangor International Airport from the City of
Bangor that C & L Aerospace Holdings, LLC will lease. The office building to be constructed will
be at the same location as the two hangars to be leased.
This Order, if approved, will authorize the execution of documents necessary for the lease of
these buildings and land at Bangor International Airport and the construction of an office
building by the City to also be leased.
The lease of the buildings off the Odlin Road will provide for, among other terms and conditions,
a term of fifteen years, with an option to renew. The lease of the two hangars and office
building to be constructed will provide for, among other terms and conditions, a term of thirteen
years with an option to renew. The office building to be constructed shall be approximately
14,300 square feet (approximately 9,675 square feet of finished office space and 4,625 square
feet of unfinished shop space).

(TITLE.) ORDER, Authorizing the Execution of Documents with C&L Aerospace Holdings,
LLC for Lease of Property at Bangor International Airport
WHEREAS, in 2010 C&L Aerospace Holdings, LLC leased buildings and land from the City of
Bangor at Bangor International Airport in Area 600, so-called; and
WHEREAS, C& L Aerospace Holdings, LLC has plans to expand its services to include an aircraft
paint facility; and
WHEREAS, the City of Bangor has secured preliminary approval from the United States
Department of Commerce Economic Development Administration for a grant to fund one-half of
the proposed aircraft paint facility; and
WHEREAS, as a result of the planned expansion C&L Aerospace Holdings, LLC, desires to
enter into a long-term lease for the buildings and, further, desires to enter into a long-term
lease with the City of Bangor for additional hangar space; and
WHEREAS, C &L Aerospace Holdings, LLC desires to lease additional office space to be
constructed at Bangor International Airport from the City of Bangor.
By the City Council of the City of Bangor
ORDERED,
That Catherine M. Conlow, City Manager, is hereby authorized, on behalf.of the City of Bangor
to execute any and all documents necessary for the lease of land and buildings at Bangor
International Airport in Area 600, so-called, to C&L Aerospace Holdings, LLC. Said documents
shall include a lease which shall provide for, among other terms and conditions, a term of
fifteen years, with an option to renew for an additional five years for approximately 40,000
square feet. All documents shall be in a final form as approved by the City Solicitor or the
Assistant City Solicitor.
BE IT FURTHER ORDERED
That Catherine M. Conlow, City Manager, is hereby authorized, on behalf of the City of Bangor
to execute any and all documents necessary for a lease to C&L Aerospace Holdings, LLC of
two hangars between Polk Street and Godfrey Boulevard (hangars 11 and 13) and an office
building to be constructed by the City of Bangor that will connect the two hangars. Said
documents shall include a lease which shall provide for, among other terms and conditions, a
term of thirteen years after construction of the office building with an option to renew for a
period to be consistent with the total term of years of the lease of Area 600, so-called; lease of

hangar 11 of approximately 38,191 square feet with improvements; hangar 13 of approximately
25,480 square feet with improvements; and an office building consisting of approximately
14,300 square feet(approximately 9,675 square feet of finished office space and 4,625 square
feet of unfinished shop space). All documents shall be in a final form as approved by the City
Solicitor or the Assistant City Solicitor.
