Commentary:
This Resolve, if approved,will rescind Council Order 12-240 and accept and authorize a
development agreement with John Karnes for the rehabilitation of the property at 55 Grant Street.
In 2012, The City of Bangor acquired property located at 55 Grant Street through matured tax
liens. At the direction of the Council,the City requested proposals for the rehabilitation of the
property. The City received proposals from Largay-Feeney Investments, LLC and John Karnes.
On July 9, 2012, by Council Order 12-240,the City Council authorized the execution of a
development agreement with Largay-Feeney Investments, LLC consistent with the terms of the
City's request for proposals and proposal submitted by Largay-Feeney Investments, LLC. Under
the terms of the proposal, it was the City's intent to convey the property through a quit claim
deed. Subsequently, however,the agreement has not been signed due to Largay-Feeney's desire
that the City take additional steps to remove any cloud on the title by virtue of its tax acquired
status. Because of Largay-Feeny's request for a change in conveyance, it is recommended that the
City enter into a development with John Karnes for the rehabilitation of property located at 55
Grant Street.

(TITLE.) ORDER, Authorizing Execution of Development Agreement with John Karnes and
Rescinding Council Order 12-240 - 55 Grant Street
WHEREAS, the City of Bangor acquired possession of the property located at 55 Grant Street by
virtue of matured tax liens; and
WHEREAS, the City of Bangor requested proposals for the rehabilitation of 55 Grant Street; and
WHEREAS, the City of Bangor received a proposal from Largay-Feeney Investments, LLC and
others; and
WHEREAS, on July 9, 2012, by Council Order 12-240, the City Council of the City of Bangor
authorized the execution of a development agreement with Largay-Feeney Investments, LLC
consistent with the terms of the City's request for proposals and proposal submitted by Largay-
Feeney Investments, LLC; and
WHEREAS, an agreement has not been signed due to Largay-Feeney's desire that the City take
additonal steps to remove any cloud on the title by virtue of its tax acquired status; and
WHEREAS, John Karnes had submitted a proposal in response to the City's request for
proposals for the rehabilitation of 55 Grant Street; and
WHEREAS, it is in the best interest of the City of Bangor to rescind Council Order 12-240 and
accept the proposal submitted by John Karnes for the rehabilitation of the property at 55 Grant
Street.
By the City Council of the City of Bangor:
ORDERED,
That Catherine M. Conlow, City Manager, is hereby authorized, on behalf of the City of Bangor
to execute a Development Agreement with John Karnes for the rehabilitation of the property
located at 55 Grant Street. Said Development Agreement shall contain terms and conditions
consistent with the City of Bangor's Request for Proposal and the proposal for acquisition and
rehabilitation submitted by John Karnes and shall contain provisions that include a timeline for
beginning and completing the work and a reverter clause in the event the rehabilitation is not
completed as agreed. Said Development Agreement shall be in a final form as approved by the
City Solicitor or Assistant City Solicitor.
BE IT FURTHER ORDERED
That Council Order 12-240 is hereby rescinded.
