Enough is ENOUGHI!!! Why not put some of your time and energy into building Bangor into a stronger and more vital environment? Brewer is putting us to shame. Something I never expected to see. Yes, people who are addicted need support, but we are not the only ones in the state who could take on that responsibility. Bangor has become a welfare city and those of us burdened with the tax bills have had ENOUGH. PLEASE,think long and hard before you pass this. It will effect our city for generations to come and not positively. Thank you. We already have 3 clinics compared with Portland's 1. We already service 1,500 addicts daily with methadone compared with Portland's 500. Expanding a methadone clinic is not a solution to the supply and demand problem in Bangor.The addicted person needs to be treated in a primary care office and in the community where the person resides. Why would you want to flood our city with more addicts and the attendant problems that come with them? Do we not have enough social problems in this city without importing more? The addicts from other towns should be encouraged to stay there for treatment. If that is not possible, how about if they go to Augusta or Portland? Frankly it is not our responsibility to care for every social problem in Maine. The addict population does absolutely nothing for Bangor except to provide an income stream for the ever growing cadre of "Providers", "Councilors" and the rest of the "Welfare/Poverty/Addiction industry." I am opposed to the expansion. I feel that the citizens of Bangor have been and are most generous in allowing three clinics to operate. No matter what has been said, methadone clinics draw not only those addicts who are serious about their recovery; but also, those who are less so. I do not begrudge treatment for those who are serious, and I think the three clinics we have can handle those. The ideal would be for the State of Maine to recognize that treatment should be available in every town so as to avoid having to pay for the transportation to and from regional clinics of which there are too few. The more expansions that are allowed here in Bangor, the less likely the State of Maine will feel compelled to make local treatment a reality. I do want to voice my opinion regarding the expansion of the Methadone Clinic count in Bangor so my voice is heard. I understand Bangor is a service center for surrounding communities in all respects. However, I feel Bangor is currently doing more than its fair share in providing help to those with addiction. I am strongly opposed to Bangor increasing the licensing and I feel it is time for other communities in the state and well as the state of Maine to provide those with addiction the opportunities they need closer to home. I'm glad that a public hearing is planned for August 1, and hope that a large number of citizens will be aware, and be there. You have undoubtedly already heard from many property owners about how the increased drug activity and crime, much of which is related to the reality that with more drug treatment, more drug addicts are drawn to our city. Many of them camp here, stay in shelters, or find cheap housing. Some break into an increasing number of abandoned or empty houses. This affects many neighborhoods, and I sincerely hope that you are keeping track of where they are, and have a sense of how they will be impacted by such a poor decision to increase the number of addicts coming to Bangor. Not only that, watch for what happens in neighborhoods that presently are not affected; undoubtedly, they will see the same negative effects that other neighborhoods have experienced for the last several years. Let me just talk personally about my own neighborhood, which is called "Little City," where I live on 113 Leighton Street. Just three blocks from St. Joseph Hospital, and on the same block as a lovely park and tennis court, it seems a perfect and pristine neighborhood. But turning right onto Center Street at the hospital, and driving several blocks toward downtown, the signs of degradation of Center Street begin; and at the foot of Center Street, a driver will often have already seen drug deals taking place in the open, and wanderers and vagrants wobbling along and clearly impaired, in the street. More and more houses have been abandoned or been broken into throughout this entire neighborhood, as (probable) addicts look for money or drugs, or something to trade for drugs (including alcohol). Ask the police, who swarm into some of these areas, probably daily, with red lights blazing after receiving reports that drug activity is taking place. Ask them to share their statistics. It's too much to ask of Bangor, to take on the additional task of treating more drug addicts. Portland, which has more addicts, has only one methadone clinic. Why is this decision with Bangor even being considered??i Please take seriously all the grave concerns that citizens and taxpayers here have. The negative result will drive people away, including young families and long-term residents who have believed that this was a safe city. It no longer is. We are already attracting addicts who do not live here for treatment. My house was broken into by a drug addict. We go on lock down now every time we leave the house or go to sleep. I am not against helping people but I do not understand why Bangor has to be the drug capital of Maine.The question I have is this: What economic benefit does the city get from this??? My neighborhood is not safe. Beautiful old houses are rapidly becoming buildings with 5,6,7 or more tiny apartments - and it's not a stretch to think that many of these renters are moving here to be closer to the methadone clinics. However,they are also prey for drug dealers. We are zoned as Urban Residence 1 -but the city is closing their eyes to the fact that even though we are not zoned for these tenements - they are being built anyway. More are coming. Look at what is being done to 65 Maple Street apparently with full permission of the city. It looks like a jail. It was once a beautiful Victorian house. The landlords are getting rich on the rentals - and people like us,who have invested their life savings into keeping these old houses beautiful, are watching their neighborhoods and property values steadily decline. I pay the SAME taxes that the landlord of a 7 family apartment building in my Urban Residence 1 zone pays. This is not fair. I was tricked into thinking I was investing in a good neighborhood. It is common knowledge common sense that the more addicts that are enticed to come to Bangor, the more we will have. Now is the time to change your position on this issue and refuse to increase the enrollment of the existing clinics.
