HISTORIC PRESERVATION COMMISSION OF THE CITY OF BANGOR
MEETING OF JANUARY 28, 2021 - 7:00 P.M.

Chair Carter started the meeting at 7:01 P.M.
New Business:
Certificate of Appropriateness -136 Broadway -Map-Lot 048-143 - Broadway Historic District
- Removal of existing deteriorated slate roofing and replacement with asphalt architectural
shingles at property located at 136 Broadway. Applicant, Roof Systems of Maine o/b/o owner,
Ken Jarvis.
JT Breindel with Roof Systems of Maine presented on behalf of owner, Ken Jarvis.
Re-re-review for Certificate of Appropriateness
Newly presented spec materials were shown on the shared screen - CertainTeed Highland Slate asphalt
shingles
Appears more like the slate vs. architectural shingles, as the color matches closer
Has more of a slate appearance from afar
Commissioners Quin presented the following observations:
Appears to be an asphalt shingle
Provided a different product to Planning Officer Krieg for consideration, was this reviewed?
Planning Officer Krieg advised that product was sent to Lee Corro with Roof Systems of Maine, and
ultimately this is the product they’ve chosen to go with (Highland Slate asphalt shingles)
Commissioners discussed the original size of the roof slate versus proposed materials.
Commissioner Quin posed the following questions to applicant:
Was the other option looked at by Mr. Corro?
What was the reason that it was rejected?
Mr. Breindel indicated that he had not been privy to the conversation with Mr. Corro, but suspected that the
proposed materials were not sturdy enough for Maine weather.
Consultant Pullen’s report was reviewed.
Commissioners discussed that this submission was very similar to the previous submission on 01.14.2021, and
that time was not taken to find a suitable alternative.
Commission reviewed 148-9, Sections 2b and 2c.
Commissioners further discussed:
They did not expect to return to see another asphalt product
Product needs to be matched visually
Presented materials do not look like slate
Is it possible to repair broken slate?
Mr. Breindel indicated that due to the percentage of deteriorated slate, it requires a total replacement versus
repairing. Mr. Breindel advised that the roof was too far gone for repair.
Commissioners indicated:
The new spec materials are called “New England Slate,” but that doesn’t necessarily mean that it looks
like slate
It’s designed to look like slate from a distance
Will not look like slate up closely
Commissioner Quin again asked if the materials sent to Planning Officer Krieg had been reviewed by Mr.
Breindel or Mr. Corro. Chair Carter indicated that it’s a rubberized plastic product that looks more like slate.
Quin inquired why this couldn’t be a possibility. Chair advised that the materials were not presented for review.
Planning Officer Krieg advised that the applicant presented what they plan to do for the property, that the
information was sent to them, but they decided to move ahead with a different product.
Mr. Breindel indicated that Roof Systems of Maine has not installed any of that product (rubberized plastic
product) in this area, and something is to be said about it being good with the elements, the environment that
we live in.
Chair Carter requested a motion on the item. Commissioner Chernesky moved to grant Certificate of
Appropriateness for 136 Broadway, Map-Lot 048-143. Seconded by Vice Chair Krupke. Roll call vote: Krupke,
yes; Banfield, yes; Quin, no; Chernesky, yes; Carter, yes.
Motion carries.
