HomeMy WebLinkAbout2021-03-08 21-115 Order 03/08/202121-115 03/08/2021 21-115 Airport Order 001-001 Title, Order Authorizing the Airport to Submit a Passenger Facility Charge Application to the Federal Aviation Administration (FAA) for Collection of $4,477,652 to Provide Funding for the Replacement of Passenger Boarding Bridges at Bangor International Airport. This Order will authorize the airport to apply for a Passenger Facility Charge (PFC) for the collection of $4,477,652 to provide funding for the replacement of (3) passenger boarding bridges. A PFC is a fee paid by passengers that is used to make improvements to the airport’s infrastructure that benefits the passengers. The fee is $4.50 per passenger and is collected by the airlines when a ticket is purchased. The fee is then remitted to the airport to be used for FAA approved projects. This project consists of planning, data collection, design, inspection, testing, project management, all labor, materials, equipment, services and incidentals in connection with furnishing and installing passenger boarding bridges at Gates 4, 5, and 6. The existing bridges are over 30 years old and are obsolete. The total project cost is estimated at $5,449,075 which includes applying the carry-over of unused PFC's from previous projects of $971,423. Consent 03/08/202121-115 CITY OF BANGOR ORDER 03/08/2021 21-115 Davitt Authorizing the Airport to Submit a Passenger Facility Charge Application to the Federal Aviation Administration (FAA) for Collection of $4,477,652 to Provide Funding for the Replacement of Passenger Boarding Bridges at Bangor International Airport. WHEREAS, the City of Bangor, Maine is the owner of an airport located in Bangor, County of Penobscot, State of Maine, commonly known as Bangor International Airport; and WHEREAS, the airport desires to submit an application for PFC collection to provide funding for the replacement of (3) passenger boarding bridges; and WHEREAS, the total amount to be collected is $4,477,652 and will be dedicated to this project; and WHEREAS, this project consists of planning, data collection, design, inspection, testing, project management, all labor, materials, equipment, services and incidentals in connection with furnishing and installing passenger boarding bridges at Gates 4, 5, and 6. NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR, That the City Manager, or her designee, is authorized to file this PFC application, including all understandings and assurances contained therein, for PFC collection to provide funding for the replacement of (3) passenger boarding bridges. The total amount to be collected is $4,477,652 and will be dedicated to this project. The City Manager, as the official representative of the applicant, is directed and authorized to act in connection with the application and to provide such additional information as may be required.
